SPECIAL MEETING

        The Fairbank City Council met in Special Session on Monday,
December 4,
2006.  Mayor Welsh called the meeting to order at 6:00 P.M.  Members
present:  Shields, Frost, Woods and Kayser.  Absent: Mangrich.  Also
present:  Gary Ott; Maintenance Technician and Marlene Strempke, City
Clerk.  Planning and Zoning Commission Members: Maricle, Wolff, Myers,
Miller and Woods.  Board of Adjustment: Welsh, Bellis and Wolff.
        Motion by Frost, second by Woods to approve the agenda as presented.
Roll call vote-Ayes: Frost, Woods, Shields and Kayser.  Nays: None.
        Brian Schoon of the INRCOG staff distributed draft copies of each
of the
permits which will be required for various actions when zoning begins in
January.  They were reviewed and minor changes made.
        Motion by Shields, second by Kayser to approve RESOLUTION 2006-31 - A
RESOLUTION ADOPTING APPLICATION FORMS FOR ADMINISTERING THE FAIRBANK
ZONING ORDINANCE, ORDINANCE NUMBER 301 contingent on the proposed changes
being made.  Roll call vote-Ayes: Shields, Kayser, Frost and Woods.
Nays: None.
        Brian also had a proposed schedule of fees for each of the
application
forms.  After discussion, it was decided to accept the fee schedule with
a change to the home occupations and industries fee.
        Motion by Woods, second by Shields to approve RESOLUTION 2006-31 - A
RESOLUTION SETTING A SCHEDULE OF NON-REFUNDABLE FEES TO DEFRAY THE COST
OF ADMINISTRATION, INSPECTION, AND ENFORCEMENT COSTS ASSOCIATED WITH
IMPLEMENTING THE FAIRBANK ZONING ORDINANCE, ORDINANCE NUMBER 296, AND THE
FAIRBANK SUBDIVISION ORDINANCE, CHAPTER 165 OF THE FAIRBANK CITY CODE OF
ORDINANCES contingent on the proposed change being made.  Roll call
vote-Ayes: Woods, Shields, Frost and Kayser.  Nays: None.
        Motion by Frost, second by Shields to adjourn at 6:30 P.M.  Roll call
vote-Ayes: Frost, Shields, Woods and Kayser.  Nays: None.
