REGULAR MEETING
The Fairbank City council met in Regular Session on Monday, October 8, 2007. Mayor Welsh called the meeting to order at 6:00 P.M. Members present: Kayser, Shields, Frost, Mangrich and Woods. Also present: Dave Ryan, Assistant Public Works Director; B. J. Sackett, Police Chief; Carter Stevens, City Attorney and Marlene Strempke, City Clerk.
Motion by Frost, second by Mangrich to amend the agenda to include Employee Evaluations. All voted aye. Motion passed.
Motion by Kayser, second by Woods to approve the agenda as amended. Roll call vote—Ayes: Kayser, Woods, Shields, Frost and Mangrich. Nays: None.
Motion by Shields, second by Mangrich to approve the Minutes of the September 24th Regular Meeting. Roll call vote—Ayes: Shields, Mangrich, Kayser, Woods and Frost. Nays: None.
Motion by Woods, second by Frost to approve the Treasurer’s Report. Receipts for the month of September were $142,270.98 and disbursements were $154,782.49. Balance on hand at the close of business on September 30, 2007 was $1,458,281.16. Roll call vote—Ayes: Woods, Frost, Mangrich, Kayser and Shields. Nays: None.
Representatives from the school were present to explain the bond issue scheduled for a vote in December. The council will issue a resolution of support at the next council meeting.
Motion by Mangrich, second by Shields to award the bid for the Hwy 281 Utility Improvement Projects to the low bidder Dolan Excavating, L.L.C. of Manchester for $230,952.63. Roll call vote—Ayes: Mangrich, Shields, Woods, Kayser and Frost. Nays: None.
Motion by Kayser, second by Frost to approve the Library Board’s recommendation for the appointment of Jo Curley to the Board. Roll call vote—Ayes: Kayser, Frost, Shields, Woods and Mangrich. Nays: None.
Motion by Mangrich, second by Frost to approve the Agreement for Professional Services – Hwy 281 Widening with TeKippe Engineering for $1,200.00. Roll call vote—Ayes: Mangrich, Frost, Shields, Woods and Kayser. Nays: None.
Motion by Shields, second by Kayser to bill the residence at 308 Fourth Street South for $150.00 for yard mowing. If not paid in the required time, it will be certified against property taxes. Roll call vote—Ayes: Shields, Kayser, Woods, Frost and Mangrich. Nays: None.
Motion by Shields, second by Kayser to change the charges for mowing yards to $100.00 per man hour which will include the cost of supplies and equipment. Roll call vote—Ayes: Shields, Kayser, Mangrich, Frost and Woods. Nays: None. The first reading of the Ordinance change will be at the October 22nd council meeting.
Motion by Mangrich, second by Woods to have Councilman Shields meet with the I C Church to consider using the church hall for a winter activity program for kids. The city would be willing to contribute $300.00 plus insurance to cover what their insurance doesn’t if approved by our insurance carrier. Roll call vote—Ayes: Mangrich, Woods, Shields, Frost and Kayser. Nays: None.
Motion by Kayser, second by Mangrich to approve RESOLUTION 2007-13 – A RESOLUTION APPROVING ENTRY INTO AN AGREEMENT UNDER IOWA CODE CHAPTER 28E TO ESTABLISH AN AGENCY TO BE KNOWN AS THE PUBLIC ENERGY FINANCING AUTHORITY, AN IOWA JOINT POWERS AGENCY, AND AUTHORISING EXECUTION OF THE AGREEMENT ESTABLISHING SAID AGENCY. Roll call vote—Ayes: Kayser, Mangrich, Frost, Shields and Woods. Nays: None.
Chief Dave Ryan will approach the fire department about someone willing to serve on the Fayette County Emergency Management Board.
Motion by Kayser, second by Frost to approve the bills as presented with an adjustment of the Butler County REC bill to actual amount when received and the addition of the bill to St. Luke’s Drug and Alcohol Services for $36.00. Roll call vote—Ayes: Kayser, Frost, Shields, Woods and Mangrich. Nays: None.
