REGULAR MEETING
The Fairbank City Council met in Regular Session on Monday, April 10, 2006. Mayor Welsh called the meeting to order at 6:00 P.M. Members present: Kayser, Frost, Shields, Woods and Mangrich. Also present: Ted Vorwald, Utility Superintendent; Heather Prendergast, City Attorney; B. J. Sackett, Police Chief; Dave Ryan, Assistant Public Works Director; Gary Ott, Maintenance Technician; Ed Gipper, Fire Chief and Marlene Strempke, City Clerk.
Motion by Kayser, second by Shields to amend the agenda to include Appoint Pool Board Members. Roll call vote—Ayes: Kayser, Shields, Woods, Frost and Mangrich. Nays: None.
Motion by Mangrich, second by Frost to approve the agenda as amended. Roll call vote—Ayes: Mangrich, Frost, Shields, Woods and Kayser. Nays: None.
Motion by Kayser, second by Woods to approve the Minutes of the March 27, 2006 Regular Meeting. Roll call vote—Ayes: Kayser, Woods, Shields, Frost and Mangrich. Nays: None.
Motion by Woods, second by Shields to approve the Treasurer’s Report. Receipts for the month of March were $183,777.83 and disbursements were $176,520.82. Balance on hand at the close of business on March 31, 2006 was $1,153,456.12. Roll call vote—Ayes: Woods, Shields, Frost, Mangrich and Kayser. Nays: None.
Motion by Mangrich, second by Woods to approve RESOLUTION 2006-08 – RESOLUTION TO ENTER INTO CONTRACT WITH BUTLER COUNTY RURAL ELECTRIC COOPERATIVE FOR WHOLESALE ELECTRIC POWER SERVICE. Roll call vote—Ayes: Mangrich, Woods, Shields, Frost and Kayser. Nays: None.
Motion by Kayser, second by Frost to approve RESOLUTION 2006-09 – RESOLUTION TO FIX A DATE FOR A PUBLIC HEARING ON A LOAN AGREEMENT IN THE PRINCIPAL AMOUNT OF $65,000. The Public Hearing will be on Monday, April 24, 2006 at 6:05 P.M. Roll call vote—Ayes: Kayser, Frost, Shields, Woods and Mangrich. Nays: None.
Motion by Mangrich, second by Frost to approve RESOLUTION 2006-10 – RESOLUTION ALLIANT CONTRACT. Roll call vote—Ayes: Mangrich, Frost, Shields, Woods and Kayser. Nays: None.
The real estate purchase is in the hands of the attorneys. They are awaiting the abstract from the estate and will then give a title opinion and proceed with the transfer.
Motion by Shields, second by Frost to set a Public Hearing for May 8, 2006 at 6:05 P.M. on the Disposition of Real Estate. Roll call vote—Ayes: Shields, Frost, Mangrich, Kayser and Woods. Nays: None.
Motion by Mangrich, second by Kayser, to approve the Application for Renewal of Liquor License for Costa’s Sports Bar and Grill. Roll call vote—Ayes: Mangrich, Kayser, Woods, shields and Frost. Nays: None.
Ed Gipper had prices and a proposed timetable for replacing the fire station roof. The work will be done in June and paid after July 1 in the FY 2007 budget. Motion by Mangrich, second by Frost to approve the use of 50-year shingles at an additional cost of $1000. Roll call vote—Ayes: Mangrich, Frost, Shields, Woods and Kayser. Nays: None.
Motion by Woods, second by Shields to approve the contract with Evens Lawn Care Service for cemetery mowing for the 2006 season. Roll call vote—Ayes: Woods, Shields, Frost, Mangrich and Kayser. Nays: None.
Motion by Woods, second by Kayser to approve the proposed dues structure for membership in MMTG and to apply for membership in the organization. Roll call vote—Ayes: Woods, Kayser, Mangrich, Frost and Shields. Nays: None.
Motion by Frost, second by Mangrich to give the Fayette County Extension Office permission to use the Ball Diamond for day camp in July. Roll call vote—Ayes: Frost, Mangrich, Kayser, Woods and Shields. Nays: None.
The budget was reviewed at the end of the third quarter in preparation for a budget amendment that will be needed before the end of the fiscal year.
Motion by Kayser, second by Woods to pay the bills as presented with the exception of the bill to Bruenning Rock Products which will be pulled out. Roll call vote—Ayes: Kayser, Woods, Shields, Frost and Mangrich. Nays: None.
