REGULAR MEETING

The Fairbank City Council met in Regular Session on Monday, February 10, 2003. Mayor Welsh called the meeting to order at 6:02 P.M. Members present: Plaster, Suckow, Frost, Woods and Kayser. Also present: Ted Vorwald, Utility Superintendent; Dave Ryan, Assistant Public Works Director; Clarence Leyh, Police Chief; Jim Peters, City Attorney and Marlene Strempke, City Clerk.

Motion by Frost, second by Suckow to approve the agenda as presented. Roll call vote—Ayes: Frost, Suckow, Woods, Kayser and Plaster. Nays: None.

Motion by Kayser, second by Woods to approve the Minutes of the January 13th and 27th

, 2003 Regular Meetings. Roll call vote—Ayes: Kayser, Woods, Suckow, Frost and Plaster. Nays: None.

Motion by Woods, second by Frost to approve the Treasurer’s Report. Roll call vote—Ayes: Woods, Frost, Kayser, Suckow and Plaster. Nays: None. Receipts for January were $134,790.21 and disbursements were $134,766.66. Balance on hand at close of business on January 31, 2003 was $753,364.93.

Motion by Woods, second by Plaster to enter into a contract with US Aquatics for pre-bid engineering for the new aquatic center at a cost of $54,000 contingent on references. Costs on additional services will be decided at a later date. A contract will be drawn up for the City Attorney’s review. Roll call vote—Ayes: Woods, Plaster, Kayser, Suckow and Frost. Nays: None.

Motion by Kayser, second by Woods to approve the Application for Renewal of the Liquor License for D & J’s Restaurant. Roll call vote—Ayes: Kayser, Woods, Frost and Plaster. Abstain: Suckow.

Motion by Plaster, second by Frost to set the Public Hearing for the FY 2003-04 Budget for Monday, February 24, 2003 at 6:05 P.M. Roll call vote—Ayes: Plaster, Frost, Suckow, Woods and Kayser. Nays: None.

Employees taking time off will be paid only if they have comp hours built up to cover the time gone. If not, it will be time off without pay. A policy manual will be developed to define the policies and conditions for time off.

Motion by Suckow, second by Kayser to pay the bills as presented. Roll call vote—Ayes: Suckow, Kayser, Woods, Frost and Plaster. Nays: None.
