REGULAR MEETING
The Fairbank City Council met in Regular Session on Monday, July 10, 2006. Mayor Welsh called the meeting to order at 6:00 P.M. Members present: Shields, Frost, Kayser and Mangrich. Absent: Woods. Also present: Ted Vorwald, Utility Superintendent; B. J. Sackett, Police Chief; Gary Ott, Maintenance Technician; Dave Ryan, Assistant Public Works Director; Carter Stevens, City Attorney and Marlene Strempke, City Clerk.
Motion by Frost, second by Mangrich to amend the agenda to include Street Maintenance. Roll call vote—Ayes: Frost, Mangrich, Kayser and Shields. Nays: None.
Motion by Mangrich, second by Kayser to approve the agenda as amended. Roll call vote—Ayes: Mangrich, Kayser, Shields and Frost. Nays: None.
Motion by Shields, second by Frost to approve the Minutes of the June 26th Regular Meeting. Roll call vote—Ayes: Shields, Frost, Mangrich and Kayser. Nays: None.
Motion by Kayser, second by Mangrich to approve the Treasurer’s Report. Receipts for the month of June were $153,868.39 and disbursements were $272,123.78. Balance on hand at the close of business on June 30, 2006 was $1,353,869.04. Roll call vote—Ayes: Kayser, Mangrich, Frost and Shields. Nays: None.
Ron Boyer, candidate for Buchanan County Supervisor introduced himself and gave his views on some of the issues facing the county in the coming months.
The resident who asked for to have Patterson Street and the Alley off Second Street on the agenda was not present so no action was taken.
Motion by Shields to approve RESOLUTION 2006-16 – RESOLUTION REGARDING CONSUMPTION OF ALCOHOL AT CITY POOL. Motion died for a lack of a second.
Junk abatements were discussed. The two cars on the property shall be removed and operator needs to come to the next council meeting and present a business plan for the future or citations will be issued.
The draft of the Weed Ordinance proposed by Attorney Stevens was reviewed. Motion by Shields to change the height of grass and weeds to eight inches. Motion died for lack of a second. Attorney
Stevens will draw up the final draft for council approval.
Motion by Kayser, second by Frost to approve the agreement with Corrpro Companies, Inc. for annual service on the water tower. Roll call vote—Ayes: Kayser, Frost, Mangrich and Shields. Nays: None.
After discussion, it was felt that at this time there would be no advantage to a contract for assistance in inspection and code enforcement.
Signs will be put up banning parking on both sides of Grove Street in the 400 block and parking citations will be issued to violators.
Motion by Shields, second by Kayser to approve Cole Spree as the new aquatic center manager at $8.00 per hour and Kara Bantz as the assistant manager at $7.10 per hour plus $.50 bonus. Roll call vote—Ayes: Shields, Kayser, Mangrich and Frost. Nays: None.
Motion by Mangrich, second by Shields to approve the bills as presented. Roll call vote—Ayes: Mangrich, Shields, Kayser and Frost. Nays: None.

Ted presented the council with a list of streets and areas that he would like to seal coat this year. The total is over the amount allotted in the budget so he will make choices as to what is most critical to do this year and bring it back to the next council meeting.
