REGULAR MEETING

 

 

                The Fairbank City Council met in Regular Session on Monday, March 10, 2008.  Mayor Welsh called the meeting to order at 6:00 P.M.  Members present: Frost, Shields, Woods and Mangrich.  Absent: Kayser.  Also present: Ted Vorwald, Utility Superintendent; B. J. Sackett, Police Chief; Carter Stevens, City Attorney and Marlene Strempke, City Clerk.

                Motion by Mangrich second by Frost to approve the agenda as presented.  Roll call vote—Ayes: Mangrich, Frost, Shields and Woods.  Nays: None.

                Motion by Mangrich, second by Shields to approve the Minutes of the February 25th Regular Meeting with the following correction: Motion by Shields, second by Mangrich to hire Chris Molyneux as replacement reserve officer contingent on his meeting all the requirements required by law.  Roll call vote—Ayes: Mangrich, Shields, Woods and Frost.  Nays: None.

                Motion by Mangrich, second by Woods to approve the Treasurer’s Report.  Receipts for the month of February were $175,603.51 and disbursements were $181,094.90.  Balance on hand at the close of business on February 29, 2008 was $1,225,178.10.  Roll call vote—Ayes: Mangrich, Woods, Shields and Frost.  Nays: None.

                Craig Codner and Bobby Joe Miller were present representing Butler County REC.  They said that Butler County REC would donate $500 toward the heart monitors for Wapsie Valley School if Readlyn and Fairbank each agreed to donate $500 from their marketing funds. Motion by Mangrich, second by Woods to donate the $500 if Readlyn agreed also.  Roll call vote—Ayes: Mangrich, Woods, Shields and Frost.  Nays: None.  Butler County REC also presented the city with a new framed aerial map of the city.

                Motion by Shields, second by Mangrich to approve the application for renewal of the Beer Permit and Sunday Sales for Pronto Market.  Roll call vote—Ayes: Shields, Mangrich, Woods and Frost.  Nays: None.

                The ethanol plant has approached the city about a possible connection to the city sewer for their office building.  More discussion with them will occur and more information will be gathered and it will be on future agenda.

                Motion by Woods, second by Shields to participate in the Econ@home project.  The pamphlets will be sent out bi-monthly and will be paid for out of the energy efficiency funds for now.  Roll call vote—Ayes: Woods, Shields, Frost and Mangrich.  Nays: None.

                Motion by Shields, second by Mangrich to approve the Patrol Response training for the Police Chief on June 12th and 13th.  The rest of the training would be reconsidered for the FY 2009 budget year.  Roll call vote—Ayes: Shields, Mangrich, Woods and Frost.  Nays: None.

                Motion by Mangrich, second by Frost to pay the bills as presented with the adjustment of the Butler County REC bill to actual when received.  Roll call vote—Ayes: Mangrich, Frost, Shields and Woods.  Nays: None.
