REGULAR MEETING

The Fairbank City Council met in Regular Session on Monday May 10, 2004. Mayor Welsh called the meeting to order at 6:00 P.M. Members present: Plaster, Suckow, Woods, Frost and Kayser. Also present: Jim Peters, City Attorney; Rick Deitrick, Interim Police Chief; Ted Vorwald, Utility Superintendent; Dave Ryan, Assistant Public Works Director and Marlene Strempke, City Clerk.

Motion by Frost, second by Plaster to amend the agenda to include Change Order Five, Larson Construction, Inc. Roll call vote—Ayes: Frost, Plaster, Kayser, Woods and Suckow. Nays: None.

Motion by Woods, second by Frost to approve the agenda as amended. Roll call vote—Ayes: Woods, Frost, Plaster, Kayser and Suckow.

Motion by Kayser, second by Suckow to approve the Minutes of the April 12th and 26th Regular Meetings. Roll call vote—Ayes: Kayser, Suckow, Frost, Plaster and Woods. Nays: None.

Motion by Woods, second by Frost to accept the Treasurer’s Report. Roll call vote—Ayes: Woods, Frost, Plaster, Kayser, and Suckow. Nays: None. Receipts for the month of April were $330,895.48 and disbursements were $375,779.12. Balance on hand at close of business on April 30, 2004 was $1,163,320.50.

Motion by Kayser, second by Plaster to open the Public Hearing on the Amendment to the FY 2004 Budget. Roll call vote—Ayes: Kayser, Plaster, Frost, Suckow and Woods. Nays: None. There were no comments, written or oral. Motion by Woods, second by Suckow to close the Public Hearing. Roll call vote—Ayes: Woods, Suckow, Frost, Plaster and Kayser. Nays: None.

Motion by Frost, second by Plaster to approve RESOLUTION 2004-06—CITY BUDGET AMENDMENT AND CERTIFICATION RESOLUTION. Roll call vote—Ayes: Frost, Plaster, Kayser Woods and Suckow. Nays: None.

Attorney Peters didn’t have the Ordinance to set charges for door postings.

Attorney Peters will contact Dorsey & Whitney to work out the details for the TIF area expansion.

Rick Deitrick updated the council on the applications received for police chief and how the selection process will proceed. He is expecting to do interviews in June.

Motion by Kayser, second by Suckow to approve the purchase of the property at 204 Fourth Street South for $14,100. Roll call vote—Ayes: Kayser, Suckow, Woods, Frost and Plaster. Nays: None.

Motion by Suckow, second by Plaster to have Prairie Road Builders do Forest Street from the alley on First Street North through the intersection at Second Street North at a cost of $2,787.28. Roll call vote—Ayes: Suckow, Plaster, Frost, Woods and Kayser. Nays: None.

Pool construction is proceeding on schedule and should open as planned if weather continues to be favorable.

Motion by Suckow, second by Frost to approve payment of the bills as presented. Roll call vote—Ayes: Suckow, Frost, Plaster, Kayser and Woods. Nays: None.
