REGULAR MEETING
The Fairbank City Council met in Regular Session on Monday, October 10, 2005. Mayor Welsh called the meeting to order at 6:00 P.M. Members present: Shields, Plaster, Kayser, Woods and Frost. Absent: None. Also present: Jim Peters, City Attorney; Ted Vorwald, Utility Superintendent; B.J. Sackett, Police Chief; Gary Ott, Maintenance Department; Ed Gipper, Fire Chief and Marlene Strempke, City Clerk.
Motion by Shields, second by Plaster to amend the agenda to include Bills, Stop Signs on Collins Road and City Driving Policy. Roll call vote: Ayes—Shields, Plaster, Kayser, Woods and Frost. Nays: None.
Motion by Woods, second by Frost to approve the agenda as amended. Roll call vote—Ayes: Woods, Frost, Plaster, Kayser and Shields. Nays: None.
Motion by Kayser, second by Shields to approve the minutes of the regular meeting of September 26th. Roll call vote—Ayes: Kayser, Shields, Frost Plaster and Woods. Nays: None.
Motion by Woods, second by Plaster to approve the Treasurer’s Report. Receipts for the month of September were $143,188.93 and disbursements were $178,200.91. Balance on hand at close of business on September 30, 2005 was $1,005,823.46. Roll call vote—Ayes: Woods, Plaster, Kayser, Shields and Frost. Nays: None.
Bob Baumann was present to discuss the changes to the electric service agreement with Butler County REC. The goal is to get all the paperwork done so the council can make a decision on the agreement at the October 24th council meeting.
Motion by Plaster, second by Frost to approve RESOLUTION 2005-19 – RESOLUTION SETTING THE DATE FOR PUBLIC HEARING ON EXPANDED URBAN RENEWAL AREA DESIGNATION AND URBAN RENEWAL PLAN AMENDMENT. The public hearing will be on Monday, November 14th at 6:05 P.M. at City Hall. Roll call vote—Ayes: Plaster, Frost, Shields, Woods and Kayser. Nays: None. The meeting with the county, school and area college is set for Monday, October 17th at noon at city hall.
Motion by Kayser, second by Plaster to approve the application for liquor license renewal from Hoss’s. Roll call vote—Ayes: Kayser, Plaster, Frost, Shields and Woods. Nays: None.
Motion by Kayser, second by Woods to approve seal coating the list of streets presented to them by Ted with the exceptions noted. Roll call vote—Ayes: Kayser, Woods, Frost and Plaster. Nays: Shields.
Motion by Plaster, second by Shields to set trick or treat hours for Monday, October 31, from 5:30 to 7:30 P.M. Roll call vote—Ayes: Plaster, Shields, Woods, Kayser and Frost. Nays: None.
Mayor Welsh will contact Ron Miller to see if he is still interested in serving on the Planning & Zoning Board.
Gary Ott has completed his probationary period of employment. Motion by Shields, second by Frost to increase his salary to $24,580 effective the next paycheck. Roll call vote—Ayes: Shields, Frost, Plaster, Kayser and Woods. Nays: None.

The city driving policy was reviewed. The changes that Attorney Peters suggested will be incorporated into the policy and it will be on the next agenda.
Brad and Jennifer Gordon were present representing the residents in the new subdivision on the placement of stop signs in that neighborhood. Council members agreed to go to the area in the next couple of weeks and bring their recommendations to the next meeting.
