REGULAR MEETING

 

                The Fairbank City Council met in Regular Session on Monday, February 11, 2008.  Mayor Welsh called the meeting to order at 6:00 P.M.  Members present: Kayser, Frost, Shields, Woods and Mangrich.  Also present: B.J. Sackett, Police Chief; Gary Ott, Maintenance Technician; Ted Vorwald, Utility Superintendent; Carter Stevens, City Attorney; Dave Ryan, Assistant Public Works Director and Marlene Strempke, City Clerk.

                Motion by Frost, second by Kayser to approve the agenda as presented.  Roll call vote—Ayes: Frost, Kayser, Woods, Shields and Mangrich.  Nays: None.

                Motion by Kayser, second by Woods to approve the Minutes of the January 28th Regular Meeting and the February 4th Special Meetings.  Roll call vote—Ayes: Kayser, Woods, Shields, Frost and Mangrich.  Nays: None.

                Motion by Woods, second by Frost to approve the Treasurer’s Report.  Receipts for the month of January were $148,114.68 and disbursements were $181,716.00.  Balance on hand at the close of business on January 31, 2008 was $1,230,669.48.  Roll call vote—Ayes: Woods, Frost, Mangrich, Kayser and Shields.  Nays: None.

                Motion by Mangrich, second by Frost to hold the first reading of ORDINANCE 65.05 – AN ORDINANCE AMENDING THE CODE OF ORDINANCES IF THE CITY OF FAIRBANK, IOWA, BY AMENDING CHAPTER 65.05 – SCHOOL STOPS.  Roll call vote—Ayes: Mangrich, Frost, Shields, Woods and Kayser.  Nays: None.

                Motion by Frost, second by Mangrich to approve the Application for Renewal of Liquor License for Fairbank Food Center.  Roll call vote—Ayes:  Frost, Mangrich, Kayser, Woods and Shields.  Nays: None.

                Motion by Mangrich, second by Woods to approve the Preconstruction Agreement with the DOT for the intersection area of Iowa 281 and Fourth Street.  Roll call vote—Ayes: Mangrich, Woods, Shields, Frost and Kayser.  Nays: None.

                Approval of the Pool Board Members will be on the next agenda.

                Motion by Kayser, second by Shields to direct the publication of employee salaries as listed on W-2 Forms.  Roll call vote—Ayes: Kayser, Shields, Frost, Mangrich and Woods.  Nays: None.

                The manual published by the Iowa League will be reviewed for legal and suggested procedures and if found satisfactory as a whole it will be adopted by resolution as the manual of procedures for the council.

                The problem with loose dogs was discussed.  If the matter is not resolved after talking to the owners, citations will be issued.

                An update was given on the results of the letter posted to people not cleaning sidewalks.  The matter will continue to be monitored.

                A committee meeting will be scheduled with current employees to see if any are interested in changing positions before the job is posted and the qualifications needed will be determined by the current job description.

                The city clerk was given permission to proceed with small claims action against former utility customers who have not paid after leaving the city utility roles.

                Motion by Mangrich, second by Shields to pay the bills as presented with the adjustment of the Butler County REC bill and the Dave Schmitt Construction Co. Inc. bill to the actual when received.  Roll call vote—Ayes: Mangrich, Shields, Woods, Kayser and Frost.  Nays: None.
