REGULAR MEETING

 

                The Fairbank City Council met in Regular Session on Monday, July 11, 2005.  Mayor Welsh called the meeting to order at 6:04 P.M.  Members present: Shields, Plaster and Frost.  Absent: Woods and Kayser.  Also present:  B. J. Sackett, Police Chief; Ted Vorwald, Utility Superintendent; Dave Ryan, Assistant Public Works Director and Marlene Strempke, City Clerk.

                Motion by Frost, second by Plaster to approve the agenda as presented.  Roll call vote—Ayes: Frost, Plaster and Shields.  Nays: None.

                Motion by Shields, second by Plaster to approve the Minutes of the June 13th and 27th, 2005 Regular Meetings.  Roll call vote—Ayes: Shields, Plaster and Frost.  Nays: None.

                Motion by Frost, second by Plaster to approve the Treasurer’s Report. Receipts for the month of June were $148,826.57 and disbursements were $234,852.86.  Balance on hand at the close of business on June 30, 2005 was $1,049,456.72.  Roll call vote—Ayes: Frost, Plaster and Shields.  Nays: None.

                Motion by Frost, second by Plaster to approve the Easement Agreement for Casey’s General Store.  Roll call vote—Ayes: Frost, Plaster and Shields.  Nays: None.

                The Notice To Abate Nuisance for tall grass and weeds was discussed.  Minor changes were made in the acceptable terms of abatement.  The document will be on file for future use.

                Motion by Plaster, second by Shields to approve the Supplemental Agreement for Maintenance of Primary Roads in Municipalities with the Iowa Department of Transportation.  Roll call vote—Ayes: Plaster, Shields and Frost.  Nays: None.

                Motion by Shields, second by Frost to approve the Annual Service Agreement for Cathodic Protection for the water tower.  Roll call vote—Ayes: Shields, Frost, and Plaster.  Nays: None.

                Motion by Shields, second by Plaster to approve the Library Boards recommendation to appoint Sue Frost to another term on the Library Board.  Roll call vote—Ayes: Shields, Plaster and Frost.  Nays: None.

                Motion by Plaster, second by Frost to extend park hours for Island Park to 12:00 A.M. for teen dance sponsored by 92.3 AM radio.  Roll call vote—Ayes: Plaster, Frost and Shields.  Nays: None.

                Dean Brase and Bill Kerns were present to discuss the formation of a cemetery board and what role they would play in maintaining the cemetery.  Research will be done to see what the exact boundaries are for the cemetery and it will be on the agenda for the next meeting.

                Motion by Plaster, second by Shields to pay the bills as presented with the addition of the following: Lyle Chase, $340.41; Qwest, $37.67; Paul Niemann Construction, $888.05 and Shane Kelley, $410.00.  Roll call vote—Ayes: Plaster, Shields, and Frost.  Nays: None.
