REGULAR MEETING

 

                The Fairbank City Council met in Regular Session on Monday, June 11, 2007.  Mayor Welsh called the meeting to order at 6:00 P.M.  Members present: Mangrich, Shields, Woods, Frost and Kayser.  Also present: Ted Vorwald, Utility Superintendent; Dave Ryan, Assistant Public Works Director; B. J. Sackett, Police Chief; Carter Stevens, City Attorney and Marlene Strempke, City Clerk.

                Motion by Frost, second by Woods to approve the agenda as presented.  Roll call vote—Ayes: Frost, Woods, Shields, Mangrich and Kayser.  Nays: None.

                Motion by Kayser, second by Mangrich to approve the Minutes of the May 21, 2007 Regular Meeting.  Roll call vote—Ayes: Kayser, Mangrich, Frost, Shields and Woods.  Nays: None.

                Motion by Woods, second by Mangrich to approve the Treasurer’s Report.  Receipts for the month of May were $248,989.86 and disbursements were $144,476.06.  Balance on hand at close of business on May 31, 2007 was $1,614,733.47.  Roll call vote—Ayes: Woods, Mangrich, Frost, Shields and Kayser.  Nays: None.

                Blane Benham of Black Hawk Waste Disposal was present to address some of the problems associated with garbage and recycling pickup.  The city will look into getting larger recycling bins and they will have a cover to hopefully eliminate some of the problems with blowing trash.  Blane will also bring an updated list of things that can be recycled.  Garbage need to be placed away from recycling to help differentiate which is which for the haulers.

                Randy Robinson was present to request that improvements be done to restore his property to the way it was before construction to the industrial park was done.  Ted will help set up a meeting with Denver Underground and Randy to discuss the situation.

                Ted will contact the DNR and the Army Corp of Engineers to see if they would allow the construction of a dike on the west and north sides of Costa’s Sports Bar and Grill. Carter Stevens suggested this be done before and consideration is given to sale of the property.  It will be on the next agenda.

                The council did not have an issue with Floral Images setting an air conditioner unit on city property at the back corner of the building.  They did request that it be put up off the ground on a rack however.

                Motion by Kayser, second by Shields to red tag the property at 506 Grove Street and clean up what can be done through abatement process and then proceed to acquire the property through the new Iowa Code Section 657A.10A.  Roll call vote—Ayes: Kayser, Shields, Frost, Mangrich and Woods.  Nays: None.

                Motion by Shields, second by Mangrich to have Dorsey & Whitney draw up a resolution setting up a project loan fund from TIF balances to be paid by TIF taxes.  Roll call vote—Ayes: Shields, Mangrich, Kayser and Frost.  Nays: None. Abstain: Woods.

                Motion by Kayser, second by Mangrich to ask Helland Engineering to start the bidding process for the city portion of the road in the industrial park per suggestion of the city attorney.  Roll call vote—Ayes: Kayser, Mangrich, Frost and Shields.  Nays: None. Abstain: Woods.

                Motion by Mangrich, second by Woods to approve the Agreement for Police Dispatching Services with Buchanan County.  Roll call vote—Ayes: Mangrich, Woods, Shields, Frost and Kayser.  Nays: None.

                Ted will continue working with the engineer and the DOT on the U-Step project and then will need to see what funding will be available.  Bob Shields will talk to Hawkeye Renewables to see if they can do anything to direct truck traffic around town.

                Motion by Kayser, second by Shields to approve the Agreement for Professional Services for West Main Street Water and Storm Sewer Improvements with TeKippe Engineering, P.C.  Roll call vote—Ayes: Kayser, Shields, Frost, Mangrich and Woods.  Nays: None.

                Motion by Mangrich, second by Woods to approve the Snow Removal Agreement with the Iowa Department of Transportation.  Roll call vote—Ayes: Mangrich, Woods, Shields, Frost and Kayser.  Nays: None.

                Motion by Woods, second by Mangrich to approve the following cigarette permit renewals: Casey’s General Store, Fairbank Food Center and Pronto Market.  Roll call vote—Ayes: Woods, Mangrich, Kayser, Shields and Frost.  Nays: None.

                Lagoon aerators were tabled for the time being.

                Motion by Shields, second by Kayser to purchase the in car repeater for the police department at a cost of $3,008.75 from Radio Communications.  Roll call vote—Ayes: Shields, Kayser, Woods, Frost and Mangrich. Nays: None.

                Motion by Mangrich, second by Frost to hire Pat Miller as Summer Recreation Director for Little League Programs at a cost of $1,500.00.  Roll call vote—Ayes: Mangrich, Frost, Shields, Woods and Kayser.  Nays: None.

                Motion by Mangrich, second by Woods to hire Ranee Galleger as cleaning person for city hall at the rate of $35.00 per week starting July 1.  Roll call vote—Ayes: Mangrich, Woods, Shields, Frost and Kayser.  Nays: None.

                Motion by Mangrich, second by Shields to give salary increases of 1.5% to 3% based on performance evaluations.  In cases where applicable, if licensing requirements are met by December 31, 2007, the additional 1.5% will be paid retroactive to July 1.  Roll call vote—Ayes: Mangrich, Shields, Woods, Kayser and Frost.  Nays: None.

                Motion by Kayser, second by Mangrich to pay the bills as presented with the adjustment of the Butler County REC bill to the actual amount when received.  Roll call vote—Ayes: Kayser, Mangrich, Frost, Shields and Woods.  Nays: None.
