REGULAR MEETING

 

                The Fairbank City Council met in Regular Session on Monday, December 12, 2005.  Mayor Welsh called the meeting to order at 6:00 P.M.  Members present: Shields, Frost, Plaster and Woods.  Absent: Kayser.  Also present: B. J. Sackett, Police Chief; Ted Vorwald, Utility Superintendent; Gary Ott, Maintenance Department; Dave Ryan, Assistant Public Works Director and Marlene Strempke, City Clerk.

                Motion by Shields, second by Plaster to amend the agenda to include City Driving Policy.  Roll call vote—Ayes: Shields, Plaster, Frost and Woods.  Nays: None.

                Motion by Plaster, second by Frost to approve the agendas as amended.  Roll call vote—Ayes: Plaster, Frost, Shields, and Woods.  Nays: None.

                Motion by Woods, second by Shields to approve the Minutes of the November 28th Regular Meeting.  Roll call vote—Ayes: Woods, Shields, Frost and Plaster.  Nays: None.

                Motion by Woods, second by Frost to approve the Treasurer’s Report.  Receipts for the month of November were $151,785.74 and disbursements were $120,130.59.  Balance on hand at the close of business on November 30, 2005 was $1,144,676.72.  Roll call vote—Ayes: Woods, Frost, Shields and Plaster.  Nays: None.

                Paul Anton gave an update on financing options for the Don Steggall Industrial Park.  Any decisions were tabled until the last meeting in January.  Hopefully, by that time we will have an answer from Butler County REC about the purchase of power.

                Motion by Shields, second by Frost to approve RESOLUTION 2005-24—RESOLUTION ADOPTING THE NATIONAL INCIDENT MANAGEMENT SYSTEM.  Roll call vote—Ayes:  Shields, Frost, Plaster and Woods.  Nays: None.

                Motion by Woods, second by Plaster to approve RESOLUTION 2005-25—ADOPTION OF THE STATEWIDE MUTUAL AID COMPACT.  Roll call vote—Ayes: Woods, Plaster, Frost and Shields.  Nays: None.

                The second council meeting in December will not be held due to the Christmas holiday.  The next council meeting will be the Regular Meeting scheduled for January 9, 2006.

                Motion by Shields, second by Frost to approve the bills as presented.  Roll call vote—Ayes: Shields, Frost, Plaster and Woods.  Nays:  None.

                The City Driving Policy was reviewed.  Attorney Peters will be requested to make the desired claims and put in the form of a resolution to be acted upon at the January 23 council meeting.
