REGULAR
MEETING
The Fairbank City Council met in Regular Session on Monday, February 12, 2007.
Mayor Welsh called the meeting to order at 6:00 P.M. Members present:
Shields, Frost, Woods and Kayser. Absent: Mangrich. Also
present: B. J. Sackett, Police Chief; Ted Vorwald, Utility Superintendent;
Carter Stevens, City Attorney; Dave Ryan, Assistant Public Works Director and
Marlene Strempke, City Clerk.
Motion by Frost, second by Shields to approve the agenda as presented.
Roll call vote—Ayes: Frost, Shields, Woods and Kayser. Nays: None.
Motion by Shields, second by Woods to approve the Minutes of the January 22nd
Regular Meeting. Roll call vote—Ayes: Shields, Woods, Kayser and Frost.
Nays: None.
Motion by Kayser, second by Frost to approve the Treasurer’s Report.
Roll call vote—Ayes: Kayser, Frost, Shields and Woods. Nays: None.
Receipts for the month of January were $265,012.70 and disbursements were
$178,053.15. Balance on hand at the close of business on January 31, 2007
was $1,505,439.91.
Attorney Stevens had a chance to review the Weed Ordinance and said that
everything was in order so no action was needed.
Motion by Kayser, second by Woods to take the extended warranty on the 2007
Sterling Acterra Snow Plow Truck. It includes an additional three year
warranty on the transmission at a cost of $895 and an additional two year
warranty on the engine at a cost of $600 with zero deductible. It will be
paid with electric savings to be paid back by Road Use Tax Funds. Roll call
vote—Ayes: Kayser, Woods, Shields and Frost. Nays: None.
Motion by Woods, second by Frost to make the payment of 8% asked for of the
total committed to the MidAmerican Transmission. Eight percent equals $2,215.
Roll call vote—Ayes: Woods, Frost and Kayser. Nays: Shields.
Two bids were received for cemetery mowing. The references will be checked
and a decision will be made at the next council meeting.

Motion by Kayser, second by Woods to transfer $6,098.00 from Operations Savings
to Fire Checking to meet the 5% match required by the grant received. Roll
call vote—Ayes: Kayser, Woods, Shields and Frost. Nays: None.
Motion by Kayser, second by Woods to allow the addition of $1,500 to the police
budget for part-time help for anticipated summer activities. Roll call
vote—Ayes: Kayser, Woods and Frost. Nays: None. Abstain: Shields.
Motion by Kayser, second by Woods to set the date for the public hearing on the
FY 2008 budget for Monday, February 26th at 6:05 P.M. Roll call
vote—Ayes: Kayser, Woods, Frost and Shields. Nays: None.
Motion by Kayser, second by Shields to pay the bills as presented with the
Butler County REC adjusted to the actual amount. Roll call vote—Ayes:
Kayser, Shields, Frost and Woods. Nays: None.
