REGULAR MEETING
The Fairbank City Council met in Regular Session on Monday July 12, 2004. Mayor Welsh called the meeting to order at 6:00 P.M. Present: Suckow, Plaster, Woods and Frost. Absent Kayser. Also present: Dave Ryan, Assistant Public Works Director, Ted Vorwald, Utility Superintendent and Marlene Strempke, City Clerk.
Motion by Woods, second by Plaster to amend the agenda to include set hearing for Notice of Abatement. Roll call vote – Ayes: Woods, Plaster, Frost and Suckow. Nays: None.
Motion by Suckow, second by Frost to approve the agenda as amended. Roll call vote – Ayes: Suckow, Frost, Plaster and Woods. Nays: None.
Motion by Woods, second by Plaster to approve the June Treasurer’s Report Receipts for the month of June were $228,984.67. Disbursements were $158,646.05. Balance on hand at close of business on June 30, 2004 was $1,063,525.54. Roll call vote – Ayes: Woods, Plaster, Frost and Suckow. Nays: None.
Motion by Plaster, second by Frost to open the Public Hearing for the Fy2005 Budget Amendment. No comments, oral or written were received.
Motion by Woods, second by Suckow to close the Public Hearing on the FY2005 Budget. Roll call vote – Ayes: Woods, Suckow, Frost and Plaster. Nays: None.
Motion by Plaster, second by Frost to approve RESOLUTION 2004-8-- CITY BUDGET AMENDMENT AND CERTIFICATION RESOLUTION. Roll call vote – Ayes: Plaster, Frost, Suckow and Woods. Nays: None.
Attorney Peters will process the execution and Sheriff’s sale of the Crow property.
Motion by Plaster, second Suckow to set the Public Hearing to extend the urban renewal area and plan amendment for August 9, 2004 at 6:05 P.M. Roll call vote – Ayes: Plaster, Suckow, Frost and Woods. Nays: None. Ron Woods was selected to meet with representatives from the counties and schools on Wednesday, July 21, 2004 at 3:00 P.M. at City Hall.
Motion by Suckow, second by Woods to accept the agreement with Keith Oltrogge, CPA for the audit of the FY2004 books at a cost not to exceed $3000.00. Roll call vote – Ayes: Suckow, Woods, Plaster and Frost. Nays: None.
Ballpark parking was tabled until next meeting as the person who put it on the agenda was unable to attend.
Motion by Plaster, second by Woods to hire Drake Mangrich for part-time summer help at a rate of $6.00 per hour. Roll call vote – Ayes: Plaster, Woods, Suckow and Frost. Nays: None.
Motion by Suckow, second by Plaster to approve the seal coating of the streets listed at a cost of between $12,664.62 to $12,964.62 and to approve the contract with Heartland Asphalt for the parking area in West Bentley Park at a cost of $1,984.00. Roll call vote – Ayes: Suckow, Woods, Plaster and Frost. Nays: None.
Ted gave a report on the ISO fire classification report he received. He is checking with insurance companies for benefits that may be possible.
Motion by Woods, second by Frost to change the City’s telephone service to a flat rate anytime plan which would provide a cost saving. Roll call vote – Ayes: Woods, Frost, Plaster and Suckow. Nays: None.
Tim O’Loughlin was present to discuss employee health insurance. He had not received all the information back so no final decision was made.
Mayor Welsh explained the INRHC Housing Trust Fund Program that is being set up through INRCOG. When final details are worked out it will be back on the agenda.
Due to circumstances, the city clerk will be allowed to carry forward vacation days not used last year.
