REGULR MEETING

 

The Fairbank City Council met in Regular Session on Monday, June 12, 2006.  Mayor Welsh called the meeting to order at 6:00 P.M.  Members present: Shields, Frost, and Woods.  Absent: Mangrich and Kayser.  Also present: B. J. Sackett, Police Chief; Ted Vorwald, Utility Superintendent; Dave Ryan, Assistant Public Works Director; Carter Stevens, City Attorney and Marlene Strempke, City Clerk.

                Motion by Shields, second by Frost to amend the agenda to include Bridge Painting; Ethanol Open House and Cemetery Light.  Roll call vote—Ayes: Shields, Frost and Woods.  Nays: None.

                Motion by Frost, second by Woods to approve the agenda as amended.  Roll call vote—Ayes: Frost, Woods and Shields.  Nays: None.

                Motion by Woods, second by Frost to approve the Minutes of the May 22th, Regular Meeting.  Roll call vote—Ayes: Woods, Frost and Shields.  Nays: None.

                Motion by Shields, second by Woods to approve the Treasurer’s Report.  Receipts for May were $375,574.25 and disbursements were $181,761.57.  Balance on hand at close of business on May 31, 2006 was $1,472,124.43.  Roll call vote—Ayes: Shields, Woods and Frost.  Nays: None.

                Councilman Kayser arrived at 6:08 P.M.

                No one was in attendance from Black Hawk Waste Disposal so no action was taken.

                Fairbank Development will need to get dram insurance in their name before the state will issue the liquor license.  Paul Anton is taking care of it.

                Notice will be sent to the holders of the property at 406 Patterson Street requesting cleanup of the property.  If it isn’t taken care of, steps will be taken for the city to do it and assess it to taxes.

                Attorney Stevens will draw up the ordinance to prohibit jake braking by trucks.  Signs will be installed at all entrances to the city.  Citations will be issued as municipal infractions.

                Motion by Kayser, second by Frost to approve the following cigarette permit renewal applications:  Casey’s General Store, Fairbank Food Center and Pronto Market.  Roll call vote—Ayes: Kayser, Frost, Shields and Woods.  Nays: None.

                Sidewalks on Fifth Street was tabled until next meeting.  By that time it is hoped to have more information on applying to the IDOT for grant money and maps will be started to be ready for the application.

                The letter for crossing guards was modified and will be in the mailing sent out in June.

                The policies for use of the scrolling marquee were discussed.  The consensus was that the policy always has been that community, school and church announcements have always been free but that if a private individual were making a profit from the message, the charge would be $5.00 per day it was run.  The policy will remain unchanged.

                The Fairbank Police Department will be hosting a course on OWI and drug recognition on July 26th and 27th.

                The money paid back to the electric department from the fire and police departments will be invested in IPAIT.

Cost estimates for the removal of the asbestos at the property at 302 Forest Street are $3,200 for removal and $396 for the testing.  The City is not interested in covering these extra costs.

                Two bids were received for bridge painting.  It was tabled until the next meeting to get more information.

                The open house that was scheduled at the ethanol plant this weekend has been postponed until August.
