REGULAR MEETING
The Fairbank City Council met in Regular Session on Monday, May 12, 2008. Mayor Welsh called the meeting to order at 6:00 P.M. by leading everyone in the Pledge of Allegiance. Members present: Mangrich, Frost, Shields and Kayser. Absent: Woods. Also present: Ted Vorwald, Utility Superintendent, B. J. Sackett, Police Chief; Carter Stevens, City Attorney and Marlene Strempke, City Clerk.
Motion by Frost, second by Mangrich to approve the agenda as presented. Roll call vote—Ayes: Frost, Mangrich, Kayser and Shields. Nays: None.
Councilman Woods arrived at 6:03 P.M.
Motion by Kayser, second by Shields to approve the Minutes of the April 28th Regular Meeting. Roll call vote—Ayes: Kayser, Shields, Frost, Mangrich and Woods. Nays: None.
Motion by Mangrich, second by Woods to approve the Treasurer’s Report. Roll call vote--Ayes: Mangrich, Woods, Shields, Frost and Mangrich. Nays: None. Receipts for the month of April were $348,370.32 and disbursements were $202,335.53. Balance on hand at close of business on April 30, 2008 was $1,378,435.17.
Students from the TAG class were present to give an update on the Island Park project. They had a soup supper and a pizza fund raiser and raised $1,300. Ted said he would give them some prices on items they could talk about and they will come back at the next council meeting to report on what they would like to do.
The wording in the zoning ordinance was clarified and understood by all concerned and the project will be continued by the parties involved.
Motion by Mangrich, second by Shields that the city entertain the thought of selling property to Costa’s Sports Bar & Grill for the construction of a flood dike after all permits have been obtained and approval given by the Iowa Department of Natural Resources and the Army Corp of Engineers at no cost to the city. Roll call vote—Ayes: Mangrich, Shields, Woods, Kayser and Frost. Nays: None.
Motion by Shields, second by Mangrich to contact the city’s bonding attorney to see if TIF funds can be used for a geothermal system at a new school. Roll call vote—Ayes: Shields, Mangrich, Kayser, Woods and Frost. Nays: None.
Letters will be sent to property owners of record with the county auditor for property that violates the weed ordinance. The ordinance will be enforced as written.
Designated truck routes will be on the agenda for the first meeting in June so that more information can be gathered
Motion by Mangrich, second by Kayser to approve RESOLUTION 2008-08 – RESOLUTION TO ALLOW ALCOHOL TO BE CONSUMED AT A ONE-TIME FUNDRAISING FUNCTION. Roll call vote—Ayes: Mangrich, Kayser, Woods, Shields and Frost. Nays: None.
Motion by Woods, second by Mangrich to approve Linda McCarty to fill the position being vacated by David Lee on the Library Board. Roll call vote—Ayes: Woods, Mangrich, Kayser, Frost and Woods. Nays: None.
Motion by Shields to approve Brett Cummings to fill the position being vacated by Dave Ryan on the Pool Board. Roll call vote—Ayes: Shields, Woods, Kayser, Mangrich and Frost. Nays: None.
Motion by Frost, second by Mangrich to approve the application for a Fireworks Permit for City of Fairbank and Fairbank Development Corporation for Fairbank Days. Roll call vote—Ayes: Frost, Mangrich and Shields. Nays: None. Abstain: Kayser and Woods.
Bathroom partitions were covered with the TAG students and will be on next agenda.
Motion by Shields, second by Kayser to have Woods Construction, Inc. dig out the sand on the north side of Island Park. Cost not to exceed $10,000.00. Roll call vote—Ayes: Shields, Kayser, Frost and Mangrich. Nays: None. Abstain: Woods.
The council received an update from the committee on the progress of hiring the general maintenance worker. Applications have been narrowed down and interviews will be conducted at the May 19th council meeting.
