REGULAR MEETING
The Fairbank City Council met in Regular Session on Monday, September 12, 2005. Mayor Pro-Tem Ron Woods called the meeting to order in the absence of Mayor Welsh. Members present: Frost, Shields, Woods, Kayser and Plaster. Also present: Ted Vorwald, Utility Superintendent; Jim Peters, City Attorney; Gary Ott, Maintenance; Dave Ryan, Assistant Public Works Director; B.J. Sackett, Police Chief and Marlene Strempke, City Clerk.
Motion by Plaster, second by Frost to approve the agenda as presented. Roll call vote—Ayes: Plaster, Frost, Shields and Kayser. Nays: None.
Motion by Frost, second by Kayser to approve the minutes of the August 22nd Regular Meeting. Roll call vote—Ayes: Frost, Kayser, Plaster and Shields. Nays: None.
Motion by Frost, second by Shields to approve the Treasurer’s Report. Receipts for the month of August were $120,214.12 and disbursements were $122,556.77. Balance on hand at close of business on August 31, 2005 was $1,040,835.44. Roll call vote—Ayes: Frost, Shields, Plaster and Kayser. Nays: None.
Blane Benham was present representing Black Hawk Waste Disposal to report on the current status of solid waste pick up. The tonnage on garbage has increased substantially while the recycling has remained about the same. He stressed added emphasis needs to be placed on recycling to avoid a substantial increase in charges. Motion by Plaster, second by Shields to set clean up day for Wednesday, October 19, 2005. Items need to be at the curb by 7:00 A.M. Roll call vote—Ayes: Plaster, Shields, Frost and Kayser. Nays: None.
Craig Codner was present from Butler County REC to answer questions on the agreement for electric services. There were some items that he was not sure of and he will get those answered and make the requested changes and be back for the meeting on September 26th.
Motion by Kayser, second by Shields to approve the first reading of ORDINANCE NO. 289 – AN ORDINANCE AMENDING THE CODE OF ORDINANCES OF THE CITY OF FAIRBANK, IOWA, PERTAINING TO STOP SIGNS. Roll call vote—Ayes: Kayser, Shields, Frost and Plaster. Nays: None.
Motion by Kayser, second by Frost to approve the first reading of ORDINANCE NO. 290 – AN ORDINANCE AMENDING THE CODE OF ORDINANCES FOR THE CITY OF FAIRBANK, IOWA, PERTAINING TO COLLECTION FEES FOR SOLID WASTE DISPOSAL. Roll call vote—Ayes: Kayser, Frost, Plaster and Shields. Nays: None.
TeKippe Engineering is still working on the required paperwork for the NPDES permit. There are a number of tests that are required and should be completed in the next week.
The city will continue to blend the approaches of new cement driveways into the street if the distance to be covered is reasonable.
The current policy for installing culverts will remain the same. Resident buys the culvert and the city will install it.
The annual report for the 2005 pool season was given to the council. Attendance was well above last year’s numbers. Motion by Kayser, second by Frost to pay no more than $3,000 for the snake toy if it is still available and in good condition. Roll call vote—Ayes: Kayser, Frost, and Plaster. Nays: None. Abstain: Shields.
Motion by Plaster, second by Kayser to pay the bills presented and to add Corrpro Waterworks, Inc. for $525.00. Roll call vote—Ayes: Plaster, Kayser, Frost and Shields. Nays: None.
