REGULAR MEETING

 

                The Fairbank City Council met in Regular Session on Monday, August 13, 2007.  Mayor Welsh called the meeting to order at 6:00 P.M.  Members present: Mangrich, Frost, Shields and Woods.  Absent: Kayser.  Also present: Ted Vorwald, Utility Superintendent; B. J. Sackett, Police Chief; Dave Ryan, Assistant Utility Superintendent; Carter Stevens, City Attorney and Marlene Strempke, City Clerk.

                Motion by Frost, second by Woods to approve the agenda as presented.  Roll call vote—Ayes: Frost, Woods, Mangrich and Shields.  Nays: None.

                Motion by Shields, second by Woods to approve the Minutes of the July 23, 2007 Regular Meeting.  Roll call vote—Ayes: Shields, Woods, Mangrich and Frost.  Nays: None.

                Motion by Mangrich, second by Frost to approve the Treasurer’s Report.  Receipts for the month of July were $146,125.60 and disbursements were $163,177.23.  Balance on hand at close of business on July 31, 2007 was $1,489,181.97.  Roll call vote—Ayes: Mangrich, Frost, Shields and Woods.  Nays: None.

                Al Balvanz was present for the abatement hearing he had requested for property at 506 Grove Street.  He said he had removed most of the items listed and that the tires would be removed as soon as he could get the licensed person he had contacted to do it.  He was also asked to remove the boat still on the property.  He stated that he had plans to fix the house up and then put it up for sale.  The council will continue to monitor the situation as well as the city attorney will also work on further proceedings.

                Councilman Shields stated that he had talked to Hawkeye Renewables and they had agreed as a courtesy to ask grain truckers to consider not going through Fairbank.

                The City will check with the school about assuming some of the responsibility of placing the school stop signs out at the appropriate times.  It will be on the next agenda.

                Karen Tiedt was present to explain the contract that the Library Board has entered into with the City of Hazleton.  The $659.00 that they receive will be used to provide additional materials, equipment and services for libraries in Buchanan County.

                Any one not complying with the weed ordinance will be notified at the first violation and then will be cited with a municipal infraction if not cleaned up.  With each subsequent noncompliance,  notification will not be given but a citation for a municipal infraction will be served.  Upon order of the court, the city will mow with charges assessed to the property owner if not paid.

                Motion by Woods, second by Mangrich to approve RESOLUTION 2007-11 – 2007 ANNUAL ROAD USE TAX REPORT and submit it to the state.  Roll call vote—Ayes: Woods, Mangrich, Frost and Shields.  Nays: None.

                Ted brought the council up to date on current expenditures from street maintenance budget.  He has an estimated $14,000 left for seal-coating streets.  Motion by Woods, second by Mangrich to approve the list of streets submitted at a cost of $14, 326.  Roll call vote—Ayes: Woods, Mangrich, Frost and Shields.  Nays: None.

                The plans for the water main and storm sewer on West Main are progressing.  It is hoped that bids can be taken by September 15th and work started no later that October 1st.

                Motion by Woods, second by Mangrich to approve the contract with TeKippe Engineering to provide professional services for replacement of two aerators in Lagoon # 1.  Roll call vote—Ayes: Woods, Mangrich, Frost and Shields.  Nays: None.

                Item 13-Canoe Portage Around Dam will be put on the next agenda.

                Motion by Mangrich, second by Woods to allow the closing of Rainbow Drive on Thursday, August 16 from 5 to 10 P.M. for a block party.  Roll call vote—Ayes:  Mangrich, Woods, Shields and Frost.  Nays: None.

                Tim O’Loughlin was present with health insurance quotes for the September 1 renewal.  Premiums are increasing by about 16%.  Motion by Mangrich, second by Shields to renew current insurance but price with Wellmark in November for January renewal. Roll call vote—Ayes: Mangrich, Shields, Woods and Frost.  Nays: None.

..               Motion by Woods, second by Mangrich to pay the bills as presented with the adjustments of Butler County REC and Sam’s Club to actual figures received after bill listing was printed.  Roll call vote—Ayes: Woods, Mangrich, Frost and Shields.  Nays: None.
