REGULAR MEETING
The Fairbank City Council met in Regular Session on Monday, December 13, 2004. Mayor Welsh called the meeting to order at 6:00 P.M. Members present: Kayser, Suckow, Frost, Plaster and Woods. Also present: Dave Ryan, Assistant Public Works Director; Ted Vorwald, Utility Superintendent, B.J. Sackett, Police Officer; Rick Deitrick, Acting Police Chief; Cory Hartman, Reserve Officer and Marlene Strempke, City Clerk.
Motion by Suckow, second by Frost to approve the agenda as presented. Roll call vote—Ayes: Suckow, Frost, Plaster, Kayser and Woods. Nays: None.
Motion by Kayser, second by Suckow to approve the Minutes of the November 8th and 22nd Regular Meetings. Roll call vote—Ayes: Kayser, Suckow, Woods, Plaster and Frost. Nays: None.
Motion by Suckow, second by Woods to approve the Treasurer’s Report. Receipts for the month of November were $164,555.01 and disbursements were $121,687.94. Balance on hand at the close of business on November 30, 2004 was $1,022,482.32. Roll call vote—Ayes: Suckow, Woods, Kayser, Plaster and Frost. Nays: None.
Action on the INRCOG Acquisition and Demolition Program was tabled until the next meeting.
Motion by Kayser, second by Woods to approve the first reading of ORDINANCE 288 – AN ORDINANCE AMENDING THE CODE OF ORDINANCES OF THE CITY OF FAIRBANK, IOWA, PERTAINING TO NATURAL GAS RATES. Roll call vote—Ayes: Kayser, Woods, Suckow, Frost and Plaster. Nays: None. The ordinance will be published in the paper prior to the next council meeting when final action will be taken to put the ordinance into effect.
Motion by Woods, second by Suckow to approve the designated physician and post job offer physical policies presented with minor modifications to be made and to make it a part of the personnel policy. Roll call vote—Ayes: Woods, Suckow, Frost, Plaster and Kayser. Nays: None.
Mutual Aid Agreement with Covenant was tabled until the outcome of the possible changes with the Oelwein Ambulance service.
The council gave the police department permission to purchase the cage and equipment they requested since they have brought in additional revenue above the budgeted amount.
Motion by Kayser, second by Woods not to enter into a contract with Maguire Iron for water tower maintenance at this time. Roll call vote—Ayes: Kayser, Woods, Suckow, Frost and Plaster. Nays: None.
Motion by Kayser, second by Plaster to close the office at noon on December 23rd and be closed all day December 24th in observation of the Christmas Holiday and to be closed all day on December 31st in observation of the New Years Holiday. Roll call vote—Ayes: Kayser, Plaster Frost, Suckow and Woods. Nays: None.
Motion by Plaster, second by Frost to hire Charlie Joerger for snow removal at the rate of $10.00 per hour as needed. Roll call vote—Ayes: Plaster, Frost, Suckow, Woods and Kayser. Nays: None.
The applications received for the utility worker position will be reviewed by the utility committee and they will bring their recommendations to the next council meeting.
The charges for dispatch services were discussed. The mayor will send a letter to the EOC Board stating the city’s position on the matter.
Motion by Kayser, second by Suckow to approve the bills as presented with the exception of the bill to the City of Independence for $4,650.50 for dispatch fees. Roll call vote—Ayes: Kayser, Suckow, Woods, Frost and Plaster. Nays: None.

Each department submitted a list of items for a two-year and five-year long-range plan. Councilman Kayser will type them all up on one sheet and then priorities will be given to each item.
They will then be considered when budgets are done.
