REGULAR MEETING
The Fairbank City Council met in Regular Session on Monday, February 13, 2006. Mayor Welsh called the meeting to order at 6:00 P.M. Members present: Shields, Kayser, Frost and Mangrich. Absent Woods. Also present: B.J. Sackett, Police Chief; Carter Stevens, City Attorney; Ted Vorwald, Utility Superintendent; Gary Ott, Maintenance Technician; Dave Ryan, Assistant Public Works Director and Marlene Strempke, City Clerk.
Motion by Mangrich, second by Kayser to amend the agenda to include Performance and Duties of Office Staff. Roll call vote—Ayes: Mangrich, Kayser, Shields and Frost. Nays: None.
Motion by Frost, second by Mangrich to approve the agenda as amended. Roll call vote—Ayes: Frost, Mangrich, Kayser and Shields, Nays: None.
Motion by Kayser, second by Shields to approve the Minutes of the Regular Meeting on January 23rd and the Special Meetings on January 18th and February 6th. Roll call vote—Ayes: Kayser, Shields, Frost and Mangrich. Nays: None.
Motion by Shields, second by Mangrich to approve the Treasurer’s Report for the month of January. Receipts for the month of January were $142,451.26 and disbursements were $172,312.38. Balance on hand at close of business on January 31, 2006 was $1,123,511.65. Roll call vote—Ayes: Shields, Mangrich, Frost and Kayser. Nays: None.

Motion by Woods, second by Mangrich to approve the first reading of ORDINANCE 293 – AN ORDINANCE AMENDING TNE CODE OF ORDINANCES OF THE CITY OF FAIRBANK, IOWA, PERTAINING TO NATURAL GAS RATES. Roll call vote—Ayes: Woods, Mangrich, Kayser, Shields and Frost. Nays: None.
Motion by Kayser, second by Frost to approve the first reading of ORDINANCE 294 – AN ORDINANCE AMENDING THE CODE OF ORDINANCES OF THE CITY OF FAIRBANK, IOWA, BY AMENDING CHAPTER 111 OF THE MUNICIPAL CODE OR ORDINANCES RELATING TO RATES CHARGED FOR ELECTRIC SERVICE PROVIDED BY THE CITY OF FAIRBANK, IOWA. Roll call vote—Ayes: Kayser, Frost, Mangrich, Shields and Woods. Nays: None.
The City Attorney will check the franchise agreement with Mediacom before any action is taken. It will be on the next agenda.
Action on hiring an engineer for the new electric feed into town was tabled until the February 27th meeting to give Attorney Stevens time to research the matter.
Motion by Shields, second by Woods to approve the Agreement for Use of City Streets as Detour with the Iowa Department of Transportation. It will involve South Walnut Street from the south city limits to the junction with IA 281. Roll call vote—Ayes: Shields, Woods, Kayser, Mangrich and Frost. Nays: None.
Motion by Mangrich, second by Kayser to approve the Application for Liquor License Renewal for Fairbank Food Center. Roll call vote—Ayes: Mangrich, Kayser, Woods, Shields, and Frost. Nays: None.
Motion by Kayser, second by Woods to hire Mary Beth Ryan to do the mowing for the 2006 season at a rate of $8.00 per hour. Roll call vote—Ayes: Kayser, Woods, Shields, Frost and Mangrich. Nays: None.
Motion by Shields, second by Woods to pay the bills as presented. Roll call vote—Ayes: Shields, Woods, Kayser, Mangrich and Frost. Nays: None.

The number of hours worked by the office staff and the handling of e-mail was discussed. The items will be addressed when computers are updated.
