REGULAR MEETING
The Fairbank City Council met in Regular Session on Monday, June 13, 2005. Mayor Welsh called the meeting to order at 6:00 P.M. Members present: Kayser, Plaster, Frost, Shields and Woods. Also present: B. J. Sackett, Police Chief; Jim Peters, City Attorney; Ted Vorwald, Utility Superintendent; Dave Ryan, Assistant Public Works Director; Gary Ott, Maintenance & Utilities; Ed Gipper, Fire Chief and Marlene Strempke, City Clerk.
Motion by Plaster, second by Woods to add Approve Cigarette Permit Renewals. Roll call vote—Ayes: Plaster, Woods, Shields, Frost and Kayser. Nays: None.
Motion by Woods, second by Frost to approve the agenda as amended. Roll call vote—Ayes: Woods, Frost, Shields, Plaster and Kayser. Nays: None.
Motion by Kayser, second by Shields to approve the Minutes of the May 9th and 23rd, 2005 Regular Meetings. Roll call vote—Ayes: Kayser, Shields, Woods, Frost and Plaster. Nays: None.
Motion by Shields, second by Woods to approve the May Treasurer’s Report. Receipts were $196,802.87 and disbursements were $124,230.75 for the month of May. Balance on hand at the close of business on May 31, 2005 was $1,135,482.71. Roll call vote—Ayes: Shields, Woods, Kayser, Plaster and Frost. Nays: None.
Motion by Kayser, second by Woods to approve the Application of Extension of Outdoor Beer Garden for Hoss’s. Roll call vote—Ayes: Kayser, Woods, Frost and Plaster. Nays: Shields.
No information was received in regard to the outdoor band for Hoss’s therefore no action was taken.
Motion by Kayser to allow the placement of a garbage container at Cherry Manor if it doesn’t block or hinder any traffic or access. After more discussion, Kayser rescinded the motion. The issue was tabled until the owner could be contacted.
Kleusner Construction will lay the asphalt on the parking area at First Street North at a cost of $1.00 per square foot with and estimated area of 2200 square feet. The project to be completed by June 22.
Motion by Plaster, second by Frost to approve the job descriptions for concession workers as presented. Roll call vote—Ayes: Plaster, Frost, Shields, Woods and Kayser. Nays: None.
Basketball court in Veteran’s Park was tabled until more information is available.
The Mayor presented names of persons who were willing to serve on the Planning & Zoning Commission. Motion by Kayser, second by Shields to approve the following people to the Board: Sharon Woods, Paul Anton, Rob Maricle, Ben Wolfe and Pat Burke. Roll call vote—Ayes: Kayser, Shields, Woods, Frost and Plaster. Nays: None.
Motion by Shields, second by Woods to pay REC $150.00 for aerial photos of the city. Roll call vote—Ayes: Shields, Woods, Plaster, Frost and Kayser. Nays: None.
Motion by Woods, second by Plaster to approve RESOLUTION 2005-14 – A RESOLUTION SETTING EMPLOYEE SALARIES. Roll call vote—Ayes: Woods, Plaster Frost, Shields and Kayser. Nays: None.
Seasonal help will be retained for mowing until park maintenance and mowing is over. Maximum hours per week will be 40 hours.
The ending figures for the budget were discussed. There is a possibility that the Culture and Recreation Program will end the year over budget. The council discussed the reasons and possible ways to mitigate the problem. It will be on the next agenda.
Councilman Woods left the meeting at 7:25 P.M.
