REGULAR MEETING
The Fairbank City Council met in Regular Session on Monday, March 13, 2006. Mayor Welsh called the meeting to order at 6:00 P.M. Members present: Kayser, Shields, Woods and Mangrich. Absent: Frost. Also present: Ted Vorwald, Utility Superintendent; Dave Ryan, Assistant Public Works Director; B. J. Sackett, Police Chief, Carter Stevens, City Attorney and Marlene Strempke, City Clerk.
Motion by Woods, second by Mangrich to amend the agenda to include appoint pool board members and change Ordinance; Heating and Sizing Program and Gas Telemeter Replacement. Roll call vote—Ayes: Woods, Mangrich, Shields and Kayser. Nays: None.
Motion by Kayser, second Mangrich to approve the agenda as amended. Roll call vote—Ayes: Kayser, Mangrich, Shields, and Kayser. Nays: None. Motion by Woods, second by Shields to approve the Minutes of the February 27th Regular Meeting.
Motion by Shields, second by Kayser to approve the Treasurer’s Report. Receipts for the month of February were $172,313.20 and disbursements were $149,625.84. Balance on hand at close of business February 28, 2006 was $1,146,199.11. Roll call vote—Ayes: Shields, Kayser, Woods and Mangrich. Nays: None.
Representatives from Housing for People with Disabilities, Inc. were present to discuss their program. They are ready to proceed so the city will continue with the process of acquiring the necessary property needed.
Motion by Kayser, second by Woods to approve the Application for renewal of Liquor/Beer License for Pronto Market. Roll call vote—Ayes: Kayser, Woods, Shields and Mangrich. Nays: None.
Motion by Shields, second by Mangrich to approve the Application for Liquor/Beer License for Casey’s General Store. Roll call vote—Ayes: Shields, Mangrich, Kayser and Woods. Nays: None.
Motion by Mangrich, second by Woods to approve the Application for Cigarette Permit for Casey’s General Store. Roll call vote—Ayes: Mangrich, Woods, Shields and Kayser. Nays: None.
Motion by Woods, second by Shields to hook the house owned by Randy Robinson up to the city sewer system in exchange for a utility easement to cross the front of his property to the site of the proposed Don Steggall Industrial Park. Roll call vote—Ayes: Woods, Shields, Mangrich and Kayser. Nays: None.
The city will continue to work on getting easements from property owners for the installation of water and electric along the access road off Sixth Street South.
The purchase of electric transmission was tabled until the next meeting to give the city attorney time to research the letter of intent.
Chief Sackett gave an update on the status of dispatch services from Buchanan County. Someone will attend the next meeting and keep the council informed as to the current status.

Motion by Kayser, second by Shields to appoint Ted Vorwald, Nicole Peterson, and Dan Cutsforth to two-year terms on the Pool Board. Roll call vote—Ayes: Kayser, Shields, Woods and Mangrich. Nays: None.
Motion by Kayser, second by Mangrich to change the ordinance as to the number of members required on the pool board from five to three. Roll call vote—Ayes: Kayser, Mangrich, Shields and Woods. Nays: None.
Motion by Kayser, second by Woods to purchase the heating and cooling sizing software and all necessary equipment to run the program using energy efficiency money. Roll call vote—Ayes: Kayser, Woods and Mangrich. Nays: Shields.
The gas telemetering device will not be replaced at this time.
