REGULAR MEETING

The Fairbank City Council met in Regular Session on Monday, October 13, 2003. Mayor Welsh called the meeting to order at 6:00 P.M. Members present: Kayser, Suckow, Plaster, Frost and Woods. Also present: Ted Vorwald, Utility Superintendent and Marlene Strempke, City Clerk.

Motion by Frost, second by Suckow to approve the agenda as presented. Roll call vote—Ayes: Frost, Suckow, Woods, Kayser and Plaster, Nays: None.

Motion by Kayser, second by Frost to approve the Minutes of the September 8th and 22nd Regular Meetings and the September 17th and 29th Special Meetings. Roll call vote—Ayes: Kayser, Frost, Plaster, Suckow and Woods. Nays: None.

Motion by Woods, second by Suckow to accept the Treasurer’s Report. Roll call vote—Ayes: Woods, Suckow, Frost, Plaster and Kayser. Nays: None. Receipts for the month of September were $105,620.06 and disbursements were $150,710.90. Balance on hand at the close of business on September 30, 2003 was $744,227.27.

Motion by Frost, second by Plaster to open the public hearing for an economic development grant to Fairbank Assisted Living, Inc. at 6:05 P.M. Members of the Fairbank Assisted Living, Inc. Board were present at the meeting. Gene Wilson thanked the Council for the vote of confidence in their project and for the co-operation they have received from the city. They have hired a manager and have had enough interest in renting that they believe most of the units will be filled. Motioned by Frost, second by Plaster that the city will pay one third and the Fairbank Assisted Living, Inc. will pay two thirds of incurred costs. The maximum amount the city will pay to the Fairbank Assisted Living, Inc. is $400,000 towards all costs. Bills must be submitted by the Thursday before any Monday council meeting for council approval before payment is made.

Motion by Suckow, second by Kayser to close the public hearing. Roll call vote—Ayes: Suckow, Kayser, Woods, Frost and Plaster. Nays: None.

The city will need to do a budget amendment before it can pay the Fairbank Assisted Living, Inc. grant. All department heads will be asked to submit a revised budget accounting for the state budget cuts in revenue and for any items that were unforeseen in the original budget. These will need to be in no later than November 10th.

Motion by Kayser, second by Frost to pay the expenses for the Myers service line extension from the following funds: Local Option-Water--$3,737.19 for highway replacement, $4,285.44 for supplies and labor for crossing the highway, $663.69 for supplies in the field and $2,280.57 for installing the hydrant.

Sewer fund--$1,084.75 to cross the highway and $276.10 for supplies in the field. Roll call vote—Ayes: Kayser, Frost, Plaster and Suckow. Abstain: Woods. Tax abatement will be considered at a later time.

Motion by Suckow, second by Kayser to approve the application for liquor license renewal for Hoss’s. Roll call vote—Ayes: Suckow, Kayser, Woods, Frost and Plaster. Nays: None.

Motion by Frost, second by Suckow to set trick or treat hours for Thursday, October 30, 2003 from 5:30 to 7:30 P.M. Roll call vote—Ayes: Frost, Suckow, Woods, Kayser and Plaster. Nays: None.

Motion by Kayser, second by Suckow to pay the bills as presented with permission to pay Panda a maximum of $75.00 for the annual renewal of virus protection for the computers. Roll call vote—Ayes: Kayser, Suckow, Woods, Plaster and Frost. Nays: None.
