REGULAR MEETING

 

The Fairbank City Council met in Regular Session on Monday, September 13, 2004. Mayor Welsh called the meeting to order at 6:00 P.M. Members present: Suckow, Frost Plaster and Woods. Absent: Kayser. Also present: Jim Peters, City Attorney; Ted Vorwald, Utility Superintendent; Dave Ryan, Assistant Public Works Director; Rick Deitrick, Acting Interim Police Chief and Marlene Strempke, City Clerk.

Motion by Woods, second by Suckow to amend the agenda to include Agreement for Provision of Limited Professional Services regarding WWTP Modifications. Roll call vote – Ayes: Woods, Suckow, Frost and Plaster. Nays: None.

Councilman Kayser arrived at 6:03 P.M.

Motion by Plaster, second by Frost to approve the agenda as amended. Roll call vote – Ayes: Plaster, Frost, Suckow, Woods and Kayser. Nays: None.

Motion by Kayser, second by Suckow to approve the Minutes of the August 9th and 23rd, 2004 Regular Meetings. Roll call vote—Ayes: Kayser, Suckow, Frost, Plaster and Woods. Nays: None.

The Treasurer’s Report was not available and will be on the next meeting’s agenda.

No one from the UNI Grant program was in attendance so Item 4 was tabled.

Paul Anton was present representing the Fairbank Development—Fairbank Days Committee.

They want to replace the signs at each of the entrances to Fairbank and construct a new and larger shelter house on the Island Park. The only cost to the city would be installing the electric and cost of lighting. Motion by Suckow, second by Kayser to give them permission to proceed with the projects. Roll call vote—Ayes: Suckow, Kayser, Woods, Frost and Plaster. Nays: None.

Motion by Suckow, second by Frost to approve RESOLUTION 2004-12 – RESOLUTION ESTABLISHING PAY RATE FOR PATROLMAN, hiring William J. Sackett at the rate of $11.00 per hour, and city health insurance, vacation and IPERS as outlined in the personnel manual. The city will pay the costs of training at the academy which he will repay on a pro-rated basis if he fails to meet three years service with the city. Roll call vote—Ayes: Suckow, Frost, Plaster, Kayser and Woods. Nays: None.

It was agreed that the council would okay the cost if Dave Ryan chooses to attend the wastewater school coming up later this month.

Councilman Kayser left the meeting at 6:47 P.M.

Motion by Woods, second by Plaster to approve the bills with the following changes: Barco Products invoice 155075 will be increased to $92.61 and Haven Electronics for $69.95 will be added to the list. Roll call vote—Ayes: Woods, Plaster and Frost. Nays: Suckow.

The agreement with TeKippe Engineering was discussed. The council felt clarification of exactly what was covered was needed. Ted will contact Jon Biedermann for additional information and it will be on the next agenda.
