REGULAR MEETING

The Fairbank City Council met in Regular Session on Monday, February 14, 2005. Mayor Pro-Tem Suckow called the meeting to order at 6:00 P.M. Members present: Frost, Woods, Suckow and Plaster. Absent: Kayser. Also present: Ted Vorwald, Utility Superintendent; Dave Ryan, Assistant Public Works Director; B.J. Sackett, Police Officer; Jim Peters, City Attorney and Marlene Strempke, City Clerk.

Motion by Frost, second by Plaster to approve the agenda as presented. Roll call vote—Ayes: Frost, Plaster and Woods. Nays: None.

Motion by Woods, second by Frost to approve the Minutes of the January 10th and January 24th, 2005 Regular Meetings. Roll call vote—Ayes: Woods, Frost and Plaster. Nays: None.

Motion by Woods, second by Plaster to accept the Treasurer’s Report. Receipts for January were $150,031.24 and disbursements were $128,138.48. Balance on hand at close of business on January 31, 2005 was $888,447.49. Roll call vote—Ayes: Woods, Plaster and Frost. Nays: None.

Rick Wierck was present to request an increase in the price for opening and closing graves at the cemetery. Motion by Woods, second by Frost to increase the price for a regular size grave to $475.00, a cremation size or baby size grave to $175.00 if done Monday through Saturday. Grave openings on Sunday are 1 ˝ times the regular charge and if done on major holidays, double the regular charge. Roll call vote—Ayes: Woods, Frost and Plaster. Nays: None.

Since there was not a quorum present which could vote on the voluntary annexation resolution it was postponed until the February 28th meeting.

Plans are proceeding for the first annual Police Officers Dance. A number of prizes have been donated by local and area businesses for a raffle. Motion by Woods, second by Plaster to donate $100 in Fairbank Dollars from the proceeds of the sale of tickets as a prize. Roll call vote—Ayes: Woods, Plaster and Frost. Nays: None.

The Council unanimously supported the mayor’s signature on a letter to the Buchanan County Board of Supervisors regarding Emergency Communications Services.

It was decided not to join the AWWA Governmental Affairs Program at this time.

The Council reviewed the final budget for Fiscal Year 2006. Motion by Plaster, second by Frost to set the Public Hearing on the Fiscal Year 2006 Budget for Monday, February 28, 2005 at 6:05 P.M. Roll call vote—Ayes: Plaster, Frost and Woods. Nays: None.

Attorney Peters will contact INRCOG about possibly setting up a meeting to discuss zoning and land use.

Ted gave an update on the meeting held with a representative of Alliant Energy that was held on February 10. Ted will continue to keep in touch with them as the construction of the new substation progresses.

Several candidates were interviewed for the position of utility/maintenance worker. The council will meet in Special Session on Tuesday, February 22, 2005 at 6:00 P.M. to decide on the offer they will make to the person who is selected.
