REGULAR MEETING

 

                The Fairbank City Council met in Regular Session on Monday, January 14, 2008.  Mayor Welsh called the meeting to order at 6:00 P.M.  Members present:  Woods, Mangrich, Frost, Kayser and Shields.  Also present:  Dave Ryan, Assistant Public Works Director; Gary Ott, Maintenance Technician; Ted Vorwald, Utility Superintendent; B.J. Sackett, Police Chief; Mary Lou Fink, City Treasurer; Heather Prendergast, City Attorney and Marlene Strempke, City Clerk.

                Motion by Kayser, second by Mangrich to amend the agenda to include Third reading of Ordinance 308.  Roll call vote—Ayes: Kayser, Mangrich, Frost, Shields and Woods.  Nays: None.

                Motion by Mangrich, second by Woods to approve the agenda as amended.  Roll call vote—Ayes: Mangrich, Woods, Kayser, Frost and Shields.  Nays: None.

                Motion by Woods, second by Shields to approve the Minutes of the December 10th Regular Meeting.  Roll call vote—Ayes: Woods, Shields, Frost, Mangrich and Kayser.  Nays: None.

                Motion by Mangrich, second by Frost to approve the Treasurer’s Report.  Roll call vote—Ayes: Mangrich, Frost, Shields, Woods and Kayser.  Nays: None.  Receipts for the month of December were $157,931.54.  Disbursements were $134,204.79.  Balance on hand at close of business on December 31, 2007 was $1,264,270.81.

                Motion by Shields, second by Mangrich to open the Public Hearing on the FY 2008 Budget Amendment.  Roll call vote—Ayes: Shields, Mangrich, Kayser, Woods and Frost.  Nays: None.  There were no comments, oral or written on the budget amendment.

                Motion by Kayser, second by Woods to close the Public Hearing.  Roll call vote—Ayes: Kayser, Woods, Shields, Frost and Mangrich.  Nays: None.

                Motion by Frost, second by Mangrich to approve RESOLUTION 2008-01 – A RESOLUTION AMENDING THE CURRENT BUDGET FOR THE FISCAL YEAR ENDING JUNE 2008.  Roll call vote—Ayes: Frost, Mangrich, Kayser, Woods and Shields. Nays: None.

                A group of students representing the 5th and 6th grade TAG class were present to give a presentation to the council on projects they would like to do to improve Island Park.  They plan to have a fund raiser to obtain the funds to do the projects and wanted the council’s approval of the project.  They were told that once they knew how much they had to spend to come back and plans would be finalized.

                Mayor Welsh administered the Oath of Office to the following:  David Ryan, Fire Chief; Kevin Kane, 1st Assistant Chief; Jason Kayser, 2nd Assistant Chief; Troy Belmer, Treasurer Cheyney Hershey , Vice-President; Mary Lou Fink, City Treasurer and Marlene Strempke, City Clerk.  Motion by Mangrich, second by Kayser to retain the firm of Roberts, Stevens & Prendergast as City Attorney.  Roll call vote—Ayes:  Mangrich, Kayser, Woods, Shields and Frost.  Nays: None.

                Motion by Kayser, second by Woods to approve RESOLUTION 2008-02 – A RESOLUTION APPROVING IOWA NORTHLAND REGIONAL COUNCIL OF GOVERNMENTS REVISED ARTICLES OF AGREEMENT.  Roll call vote—Ayes: Kayser, Woods, Shields, Frost and Mangrich.  Nays: None.

                Motion by Mangrich, second by Frost to approve RESOLUTION 2008-03 – A RESOLUTION APPROVING IOWA NORTHLAND REGIONAL COUNCIL OF GOVERNMENT MEMBERSHIP.  Roll call vote—Ayes: Mangrich, Frost, Shields, Woods and Kayser.  Nays: None.

                Motion by Mangrich, second by Woods to set a Public Hearing for Monday, January 28, 2008 at 6:05 P.M. to amend Ordinance 65.05 School Stop Signs.  Roll call vote—Ayes: Mangrich, Woods, Shields, Frost and Kayser.  Nays: None.

                The police department will be contacting residents who have not cleaned their sidewalks of snow to inform them of the city code requiring sidewalks to be cleaned or it may be done by the city at the resident or owner expense.

                Naming an official newspaper for publications was tabled until the next meeting.

                A decision on the pool board was tabled until the next meeting.

                Ted obtained a bid on the cost of dredging the north and south sides of the island from Nutri-Ject Systems, Inc. at a cost of $63,818.  No action was taken at this time.

                The employees have requested a change in the current sick leave policy.  The clerk will obtain information on the policy in surrounding towns and it will be on a future agenda.

                Since there was no change in the council after the election and everyone is satisfied with the committees they are on, there will be no changes in committees for the next two years.

                Motion by Kayser, second by Mangrich to hold the third reading of Ordinance 308.  Roll call vote—Ayes: Kayser, Mangrich, Frost, Shields and Woods. Nays: None.

                Motion by Mangrich, second by Woods to approve ORDINANCE 308 – AN ORDINANCE AMENDING THE CODE OF ORDINANCES OF THE CITY OF FAIRBANK, IOWA, BY AMENDING CHAPTER 111 TO ADDRESS AN ENERGY COST ADJUSTMENT.  Roll call vote—Ayes: Mangrich, Woods, Shields, Frost and Kayser.  Nays: None.
