REGULAR MEETING

 

                The Fairbank City Council met in Regular Session on Monday May 14, 2007.  Mayor Welsh called the meeting to order at 6:00 P.M.  Members present: Shields, Kayser, Frost, Woods and Mangrich.  Also present: B. J. Sackett, Police Chief; Ted Vorwald, Utility Superintendent; Gary Ott, Maintenance Technician; Dave Ryan, Assistant Public Works Director; Heather Prendergast, City Attorney and Marlene Strempke, City Clerk.

                Motion by Frost, second by Mangrich to approve the agenda as presented.  Roll call vote—Ayes: Frost, Mangrich, Kayser, Woods and Shields.  Nays: None.

                Motion by Kayser, second by Woods to approve the Minutes of the April 23, 2007 Regular Meeting and the May 8, 2007 Special Meeting.  Roll call vote—Ayes: Kayser, Woods, Shields, Frost and Mangrich.  Nays: None.

                Motion by Shields, second by Frost to approve the Treasurer’s Report.  Receipts for the month of April were $306,922.48 and disbursements were $206,783.23.  Balance on hand at the close of business on April 30, 2007 was $1,510,219.67.  Roll call vote—Ayes: Shields, Frost, Mangrich, Kayser and Frost.  Nays: None.

                Motion by Mangrich, second by Woods to pass the second reading of ORDINANCE 304 – AN ORDINANCE AMENDING THE TEXT OF THE ZONING ORDINANCE (ORDINANCE #296, ADOPTED ON SEPTEMBER 22, 2006) OF THE CITY OF FAIRBANK, IOWA.  Roll call vote—Ayes: Mangrich, Woods, Shields, Frost and Kayser.  Nays: None.

                Motion by Woods, second by Mangrich to approve the Application for Renewal of the Beer License for Casey’s General Store.  Roll call vote—Ayes: Woods, Mangrich, Kayser, Shields and Frost.  Nays: None.

                Bob Shields gave an update on the meetings that have been held with the county supervisors regarding the Emergency Operations Center.  Contracts will be written by the County Attorney for each city which will then be acted on by the council.

                Motion by Woods, second by Mangrich to approve the form of the Temporary Vendor Permit and set the fee at $25.00.  The organization sponsoring the event will get the permit which will cover all participants.  Roll call vote—Ayes: Woods, Mangrich, Kayser, Shields and Frost.  Nays: None.

                Motion by Kayser, second by Mangrich to proceed with the crack and joint filling of the streets named in the proposal at a cost of $6,331.51.  Roll call vote—Ayes; Kayser, Mangrich, Frost, Shields and Woods.  Nays: None.

                Motion by Shields, second by Kayser to re-appoint Jamie Risse to a five-year term on the Board of Adjustment.  Roll call vote—Ayes: Shields, Kayser, Woods, Frost and Mangrich.  Nays: None.

                Ron Woods gave an update on the progress on the industrial park.  Street bids came in above estimates and the DOT is putting in additional requirements.  If these requirements can’t be changed alternatives in construction will need to be considered and an additional source of funding will be need to be found.

                Two performance appraisal forms were considered and the one chosen is to be filled out by both employees and supervisors by the June 11th meeting.

                Motion by Shields, second by Mangrich to approve the bills as presented with the Butler County REC bill to be adjusted to the actual amount when received.  Roll call vote—Ayes: Shields, Mangrich, Kayser, Woods and Frost.  Nays: None.
