SPECIAL MEETING
The Fairbank City Council met in Special Session on Tuesday, February 22, 2005. Mayor Welsh called the meeting to order at 6:00 P.M. Members present: Frost, Plaster, Suckow, Kayser and Woods. Also present: Ted Vorwald, Utility Superintendent; Dave Ryan, Assistant Public Works Director; B.J. Sackett, Police Officer; Cory Hartman, Reserve Police Officer and Marlene Strempke, City Clerk.
Motion by Frost, second by Plaster to amend the agenda to include update on EOC Communications Proposal. Roll call vote—Ayes: Frost, Plaster, Kayser, Woods and Suckow. Nays: None.
Motion by Woods, second by Frost to approve the agenda as amended. Roll call vote—Ayes: Woods, Frost, Suckow, Plaster and Kayser. Nays: None.
Motion by Kayser, second by Frost to adopt a residency policy to be included in the personnel manual. Roll call vote—Ayes: Kayser, Frost, Suckow, Woods and Plaster. Nays: None.
Motion by Frost, second by Kayser to offer the position of utility/maintenance worker to Gary Ott at starting wage of $21,500 plus benefits, going to $21,985 after the six-month probation period and to $22,526 after one year. A counter offer may be made if the first offer is not accepted. Roll call vote—Ayes: Frost, Kayser and Suckow. Nays: Woods and Plaster.
Mayor Welsh had to leave at 6:57 P.M. to attend another meeting. Mayor Pro-tem Suckow conducted the balance of the meeting.
Motion by Kayser, second by Frost to accept the EOC Board’s proposal for the city to pay $1,050 for service for the remainder of this fiscal year. Roll call vote—Ayes: Kayser, Frost, Woods, Plaster and Suckow. Nays: None.
Motion by Suckow, second by Kayser to adjourn at 6:57 P.M. Roll call vote—Ayes: Suckow, Kayser, Woods, Frost and Plaster. Nays: None.
