REGULAR MEETING

 

                The Fairbank City Council met in Regular Session on Monday, May 23, 2005.  Mayor Welsh called the meeting to order at 6:00 P.M.  Members present:  Frost, Kayser, Plaster and Shields.  Absent: Woods.  Also present:  B. J. Sackett, Police Chief; Ted Vorwald, Utility Superintendent; Mary Lou Fink, City Treasurer and Marlene Strempke, City Clerk.

                Motion by Frost, second by Shields to approve the agenda as presented.  Roll call vote—Ayes: Frost, Shields, Kayser and Plaster.  Nays: None.

                The Voluntary Assessment Agreements will be delivered to each resident for the curb and gutter project.  Motion by Kayser, second by Shields to allow the amount to be paid to the city within six months from the date the city receives the bill for the project.  There will be no interest charged during the six months.  If not paid within that time, the amount will be certified to the county treasurer and applied as a lien and collected with property tax.  Roll call vote—Ayes: Kayser, Shields, Frost and Plaster.  Nays: None.

                No improvements will be made to the alleys in Higby Addition.  Residents living in the area will be notified as where the alleys are and that the public has access to them.

                If the council approves the design when it is presented to them, they will allow a floodwall to be built on city property on the west and north sides of the building at 99 East Main Street.

                Motion by Plaster, second by Frost to widen the east side of First Street North by six feet to allow for additional parking.  It will be a six-inch rock base with asphalt overlay at an approximate cost of $2,000.  Roll call vote—Ayes: Plaster, Frost, Shields and Kayser.  Nays: None.

                Motion by Kayser, second by Frost to approve RESOLUTION 2005-13 to replace RESOLUTION 2005-07 – RESOLUTION APPROVING VOLUNTARY ANNEXATION.  Roll call vote—Ayes:  Kayser, Frost, Shields and Plaster.  Nays: None.

                A water fountain has been ordered for the ball diamond. Total cost is approximately $700.  The volleyball league will donate $500 toward the cost.  Motion by Shields, second by Plaster that the city pick up the rest of the cost.  Roll call vote—Ayes: Shields, Plaster, Kayser and Frost.  Nays: None.

                The city will continue with part-time employee for a couple of weeks and then re-evaluate the workload.

                Motion by Frost, second by Plaster to adjourn at 7:06 P.M.  Roll call vote—Ayes: Frost, Plaster, Kayser and Shields.  Nays: None.
