REGULAR MEETING

The Fairbank City Council met in Regular Session on Monday, April 25, 2005. Mayor Welsh called the meeting to order at 6:03 P.M. Members present: Shields, Kayser, Frost and Plaster. Absent: Woods. Also present: Ted Vorwald, Utility Superintendent; B. J. Sackett, Police Chief; Dave Ryan, Assistant Public Works Director and Marlene Strempke, City Clerk.

Councilman Woods arrived at 6:07 P.M.

Motion by Kayser, second by Frost to approve RESOLUTION 2005-10 – A RESOLUTION OF THE CITY COUNCIL OF FAIRBANK, IOWA, TO REQUEST THE ASSISTANCE OF THE STAFF OF THE IOWA NORTHLAND REGIONAL COUNCIL OF GOVERNMENTS. Roll call vote—Ayes: Kayser, Frost, Plaster, Shields and Woods. Nays: None. The contract for comprehensive planning and zoning ordinances will begin on June 1, 2005 and end on June 1, 2006 and may be extended six months. Cost not to exceed $15,500.

Motion by Woods, second by Plaster to open the public hearing for the FY 2005 Budget Amendment. Roll call vote—Ayes: Woods, Plaster, Frost, Shields and Kayser. Nays: None. No written comments were received. The major reason for the increase in expenditures was the prepayment of TIF debt.

Motion by Frost, second by Shields to close the public hearing. Roll call vote—Ayes: Frost, Shields, Woods, Kayser and Plaster. Nays: None.

Motion by Kayser, second by Woods to approve RESOLUTION 2005-11 – CITY BUDGET AMENDMENT AND CERTIFICATION RESOLUTION. Roll call vote—Ayes: Kayser, Woods, Shields, Frost and Plaster. Nays: None.

The issue of mailboxes not being installed according to specifications in Chapter 140 of the Code of Ordinances and causing damage to the edges of streets was discussed. Motion by Shields to change the wording of 140.4. Motion died for a lack of a second. The city maintenance crew will do one pull off to find the actual cost of compliance. It will be on the next agenda to decide how to proceed.

Motion by Plaster, second by Kayser to close Main Street from First Street to Fourth Street from noon, Friday June 24th to 1 A.M. on Sunday, June 26th for Fairbank Days. Roll call vote—Ayes: Plaster, Kayser, Woods, Shields and Frost. Nays: None.

Motion by Plaster, second by Woods to continue membership in MMTG at a yearly rate of $1,250 paid quarterly. Ayes: Plaster, Woods, Kayser and Frost. Nays: Shields.

The amount of remaining space in the cemetery was discussed. It was decided to send a letter to each of the churches inviting them to a meeting to discuss the issue and get their input.

The quote from Alliant Energy to build an underground electrical feeder from the new substation into the City of Fairbank is $49,389.40. There would be an additional cost of $65,000 for the breaker. It was decided not to pursue it at this time.

Three bids were received for the FY2006 street construction specifications. Motion by Frost, second by Kayser to accept the bid from Kluesner Construction in the amount of $59,437.50 contingent on receiving satisfactory references. Residents will be asked to pay 100% of the cost of curb and gutter. Roll call vote—Ayes: Frost, Kayser, Woods, Shields and Plaster. Nays: None.

Motion by Plaster, second by Woods to adjourn at 8:14 P.M. Roll call vote—Ayes: Plaster, Woods, Frost, Shields and Kayser. Nays: None.
