REGULAR MEETING
The Fairbank City Council met in Regular Session on Monday, September 24, 2007. Mayor Welsh called the meeting to order at 6:00 P.M. Members present: Frost, Shields, Kayser, Woods and Mangrich. Also present: B. J. Sackett, Police Chief and Marlene Strempke, City Clerk.
Motion by Woods, second by Frost to amend the agenda to include Mowing of a Property. Roll call vote—Ayes: Woods, Frost, Mangrich, Kayser and Shields. Nays: None.
Motion by Mangrich, second by Shields to approve the agenda as amended. Roll call vote—Ayes: Mangrich, Shields, Woods, Kayser and Frost. Nays: None.
Councilman Shields requested the following correction to the September 11th Minutes: That no response from the school be changed to say declined to have an employee put out the stop signs. Motion by Frost, second by Mangrich to approve the minutes with the correction. Roll call vote—Ayes: Frost, Mangrich, Kayser, Woods and Shields. Nays: None.
Greg Halverson from Buchanan County Economic Development was present to thank the city for its support and to update the council on what they have done during the past year and the things they are working on for the future.
The bids have been tabulated for the Hwy 281 Utility Improvements. There is one easement that needs to be signed and since the apparent low bidder indicated he most likely would wait until spring to do the work, at the engineers recommendation, action on the bids was postponed until the October 8th council meeting.
Councilman Shields said that Wade Brennan has agreed to put out and take in the school stop signs. The situation will be monitored.
Motion by Mangrich, second by Woods to approve $50.00 start up money for the Fayette County Local Housing Trust Fund. Roll call vote—Ayes: Mangrich, Woods, Shields, Frost and Kayser. Nays: None.
Motion by Kayser, second by Mangrich to pledge $5,000.00 of the money in the TIF Low Income Housing Fund as matching funds to Fayette County Local Housing Trust Fund with the stipulation that the money must be used within the corporate limits of Fairbank, supplies must be bought from a local business and a local contractor must be used. This pledge is necessary to allow them to apply for grants. Roll call vote—Ayes: Kayser, Mangrich, Frost, Shields and Woods. Nays: None.
Motion by Mangrich, second by Kayser to approve $200.00 to participate in the study of ways to improve the conditions of waterways for the possible use as river trails. Roll call vote—Ayes: Mangrich, Kayser, Woods, Shields and Frost. Nays: None.
Motion by Mangrich, second by Shields to set trick or treat hours for Wednesday, October 31st from 5:30 P.M. to 7:30 P.M. If there is a playoff game that day, alternate date is October 30th same hours. Roll call vote—Ayes: Mangrich, Shields, Woods, Kayser and Frost. Nays: None.
Motion by Woods, second by Mangrich to have the city get the lawn mowed at 308 Fourth Street South. The bill will be submitted to the residents for payment or it will be assessed against taxes. This is a one time deal and the residents must continue to keep the grass and weeds down. In return, the city will drop the citation against them but they pay court costs. Roll call vote—Ayes: Woods, Mangrich, Frost and Kayser. Abstain: Shields. Nays: None.
Motion by Shields, second by Mangrich to adjourn at 7:18 P.M. Roll call vote—Ayes: Shields, Mangrich, Kayser, Woods and Frost. Nays: None.
