REGULAR MEETING
The Fairbank City Council met in Regular Session on Monday, June 25, 2007. Mayor Welsh called the meeting to order at 6:00 P.M. Members present: Shields, Frost, Kayser, and Mangrich. Absent: Woods. Also present: B. J. Sackett, Police Chief; Ted Vorwald, Utility Superintendent; Dave Ryan, Assistant Public Works Director and Marlene Strempke, City Clerk.
Motion by Kayser, second by Mangrich to amend the agenda to include Transfer of Funds and Balvanz Property. Roll call vote—Ayes: Kayser, Mangrich, Frost and Shields. Nays: None.
Motion by Mangrich, second by Frost to approve the agenda as amended. Roll call vote—Ayes: Mangrich, Frost, Shields and Kayser. Nays: None.
Motion by Kayser, second by Shields to approve the Minutes of the June 11, 2007 Regular Meeting. Roll call vote—Ayes: Kayser, Shields, Frost and Mangrich. Nays: None.
Councilman Woods arrived at 6:04 P.M.
Randy Robinson was present to discuss the garbage service he has been receiving. The company will be contacted to try to get resolution.
The City will fix the problem with Randy Robinson’s driveway and it will be billed to Denver Underground. Mick Kane was present and he said he would contact the companies working there now and request that they not drive on the new seeding and across private property.
Motion by Woods, second by Mangrich to allow Ted and the clerk to go through the bills and pay as the budget would allow. Roll call vote—Ayes: Woods, Mangrich, Frost, Shields and Kayser. Nays: None.

It was decided to wait to take aerial photos after the industrial park construction is completed.
Utility service to properties that have been foreclosed on was discussed. The policy will be changed to have the utilities disconnected until a deposit is received.
Motion by Mangrich, second by Frost to set the Public Hearing on Proposed Plans, Specifications, Form of Contract and Estimated Cost for Construction of the Asphalt Concrete Street Improvements in Fairbank Development Corporation Industrial Park for July 9, 2007 at 6:00 P.M. Roll call vote—Ayes: Mangrich, Frost, Shields, and Kayser. Nays: None. Abstain: Woods.
Motion by Frost, second by Mangrich to approve RESOLUTION 2007-06 – AUTHORIZING INTERNAL LOAN TO TAX INCREMENT REVENUE FUND. Roll call vote—Ayes: Frost, Mangrich, Kayser and Shields. Nays: None. Abstain: Woods.
Motion by Kayser, second by Mangrich to change the Noise Ordinance for car stereos. Roll call vote—Kayser, Mangrich, Frost, Shields and Woods. Nays: None. First reading of Ordinance will be July 9th.
Motion by Mangrich, second by Woods to make the necessary transfers at the end of the year to comply with the budget as certified. Roll call vote—Ayes: Mangrich, Woods, Shields, Frost and Kayser. Nays: None.
All information concerning the Balvanz property will be brought up to date for action at the July 9th council meeting.
Motion by Frost, second by Kayser to adjourn at 7:48 P.M. Roll call vote—Ayes: Frost, Kayser, Mangrich, Woods and Shields. Nays: None.
