REGULAR MEETING

The Fairbank City Council met in Regular Session on Monday, April 26, 2004. Mayor Welsh called the meeting to order at 6:00 P.M. Members present: Plaster, Frost, Suckow and Woods. Absent: Kayser. Also present: Rick Deitrick, Interim Police Chief; Ted Vorwald, Utility Superintendent; Dave Ryan, Assistant Public Works Director; Mike Athey, Assistant Interim Police Chief and Marlene Strempke, City Clerk.

Motion by Plaster, second by Woods to amend agenda to include house buy-out. Roll call vote—Ayes: Plaster, Woods, Suckow and Frost. Nays: None.

Motion by Frost, second by Suckow to approve the agenda as amended. Roll call vote—Ayes: Frost, Suckow, Woods, and Plaster. Nays: None.

Council member Kayser arrived at 6:04 P.M.

Motion by Woods, second by Plaster to set the public hearing for the amendment to the FY 03-04 budget for Monday, May 10, 2004 at 6:05 P.M. Roll call vote—Ayes: Woods, Plaster, Frost, Suckow and Kayser. Nays: None.

Attorney Peters has not submitted the ordinance setting a charge for door postings so it will be on the next agenda.

Motion by Kayser, second by Suckow to approve the contract with TeKippe Engineering, P.C. for professional fees related to pool parking. Roll call vote—Ayes: Woods, Plaster, Frost Suckow and Kayser. Nays: None.

The pool slide is in the process of being constructed. The bathhouse building is almost complete and final inspection could be as early as next week. Open house is scheduled for Saturday, May 22 from 1 to 4:30 P.M. Motion by Woods, second by Plaster to purchase 36 lockers for $2,334, which includes shipping and benches for $806 for the bathhouse. Roll call vote—Ayes: Woods, Plaster, Frost, Suckow and Kayser. Nays: None.

Motion by Kayser, second by Plaster to approve payment number 8 to Larson Construction Co. in the amount of $25,457.30. Roll call vote—Ayes: Kayser, Plaster, Frost Suckow and Woods. Nay: None.

Motion by Suckow, second by Frost to approve payment to Gazaway & Associates for $86,998.00 for the Open Flume Waterslide, Tower and Stair System. Roll call vote—Ayes: Suckow, Frost, Plaster, Kayser and Woods. Nays: None.

Ted will get cost estimates on finishing the edges of the street along the north side of the assisted living complex. He will contact members of the street committee before proceeding.

Motion by Kayser, second by Plaster to have Ron Woods negotiate the purchase of the property at 204 Fourth Street South under the TIF low income housing program. Maximum offer to be $12,000. Roll call vote—Ayes: Kayser, Plaster, Frost, Suckow and Woods. Nays: None.

Motion by Suckow, second by Woods to adjourn at 7:04 P.M. Roll call vote—Ayes: Suckow, Woods, Kayser, Plaster and Frost. Nays: None.
