REGULAR MEETING
The Fairbank City Council met in Regular session on Monday, July 26, 2004. Mayor Welsh called the meeting to order at 6:00 P.M. Members present: Suckow, Plaster, Frost Woods and Kayser. Also present: Rick Deitrick, Acting Interim Police Chief; Ted Vorwald, Utility Superintendent; Dave Ryan, Assistant Public Works Director and Marlene Strempke, City Clerk.
Motion by Suckow, second by Frost to approve the agenda as presented. Roll call vote—Ayes: Suckow, Frost, Plaster, Kayser and Woods. Nays: None.
Parking at the ball diamond was discussed. Since the season is pretty much over for this year, it will be addressed again in the spring.
The new description for the area to be included in TIF was reviewed. It will be forwarded to Dorsey & Whitney to be included in the final paperwork for the public hearing.
Motion by Woods, second by Plaster to approve payment of the retainage to Larson Construction in the amount of $19,400.18 and the final payment to USAquatics in the amount of $8,373.74. The final payment to Pool Construction, Inc. will be held until lien waivers and sales tax information is received. Roll call vote—Ayes: Woods, Plaster, Frost, Suckow and Kayser. Nays: None.
Health insurance will be on the next agenda. Tim O’Loughlin will be asked to attend to answer any questions before a final decision is made.
Aaron Haurum and Lori Brown asked for a hearing on the Notice to Abate. After hearing from Mr. Haurum, Ms. Brown, Clara Peters, Mary Dimmich, Tom and Barb Miller, the following action was taken. Motion by Kayser, second by Suckow that ducks are considered livestock under Fairbank Code Section 55.05 and therefore must be removed from the city limits of Fairbank. Roll call vote—Ayes: Kayser, Suckow, Frost, Plaster and Woods. Nays: None.
Ed Gipper explained the Junior Firefighter program that the fire department is starting for 16 to 18 year olds. When the program is finalized, it will be brought back to the council.
Motion by Suckow, second by Kayser to adjourn at 7:15 P.M. Roll call vote—Ayes: Suckow, Kayser, Woods, Frost and Plaster. Nays: None.
