REGULAR MEETING

 

                The Fairbank City Council met in Regular Session on Monday, June 27, 2005.  Mayor Welsh called the meeting to order at 6:00 P.M.  Members present: Frost, Woods, Plaster, Shields and Kayser.  Also present: B. J. Sackett, Police Chief; Gary Ott, Maintenance; Ed Gipper, Fire Chief; Karen Tiedt, Librarian and Marlene Strempke, City Clerk.

                Motion by Woods, second by Frost to amend the agenda to include Request for Teen Dance on the Island.  Roll call vote—Ayes: Woods, Frost, Plaster, Kayser and Shields.  Nays: None.

                Motion by Kayser, second by Shields to approve the agenda as amended.  Roll call vote—Ayes: Kayser, Shields, Woods, Frost and Plaster.  Nays: None.

                Don Martins, Jason Princer and Scott Jans were present for the discussion on the cemetery.  The Oran Township Trustees will be contacted to see if the will agree to contribute to the upkeep of the cemetery since a good portion of it is located in Fayette County.  Motion by Kayser, second by Woods to use perpetual care interest money to extend the west end of the cemetery with dirt from the island park sand bar, cost not to exceed $5,000.  Roll call vote—Ayes: Kayser, Woods, Shields, Frost and Plaster.  Nays: None.

                It was suggested maybe there should be a cemetery board or committee.  Will check on the committee that was is place for the fence to see if they still are active.  Motion by Shields, second by Kayser to raise the cost of a lot, which is considered as four spaces, to $1,000.  Roll call vote—Ayes: Shields, Kayser, Woods, Frost and Plaster.  Nays: None.

                Motion by Shields, second by Frost to approve RESOLUTION 2005-15 – RESOLUTION APPROVING VOLUNTARY ASSESSMENTS.  Roll call vote—Ayes: Shields, Frost, Plaster, Kayser and Woods. Nays: None.

                Motion by Frost, second by Plaster to approve RESOLUTION 2005-16 – RESOLUTION CERTIFYING UNPAID UTILITY OBLIGATIONS FOR COLLECTION.  Roll call vote—Ayes—Frost, Plaster, Kayser, Woods and Shields.  Nays: None.

                Motion by Woods, second by Plaster to no longer allow the city picnic tables to be taken out of the parks for private use.  Roll call vote—Ayes: Woods, Plaster, Frost, Shields and Kayser.  Nays: None.

                Motion by Shields, second by Woods to transfer the unused balance remaining in the library budget for FY2005 to the FY2006 budget when the first budget amendment for the year is done.  Roll call vote—Ayes: Shields, Woods, Frost, Plaster and Kayser.  Nays: None.

                Councilman Kayser left at 7:10 P.M.

                Motion by Frost, second by Plaster to approve the following transfers in addition to those in the budget: $302.98 interest from Street Hi-Fi to Street Checking and $3,000 from Perpetual Care Checking to Perpetual Care Hi-Fi.  Roll call vote—Ayes: Frost, Plaster, Woods and Shields. Nays: None.

                Motion by Woods, second by Shields to pay bills in departments where funds are available.  Roll call vote—Ayes: Woods, Shields, Frost and Plaster.  Nays: None.

                Motion by Shields, second by Woods to give permission for the teen dance on the Island if adequate security is provided by the sponsoring organization.  Roll call vote—Ayes: Shields, Woods, Plaster and Frost.  Nays: None.

                Motion by Frost, second by Woods to adjourn at 7:23 P.M.  Roll call vote—Ayes: Frost, Woods, Shields and Plaster.  Nays: None.
