REGULAR MEETING
The Fairbank City council met in Regular session on Monday, October 27, 2003. Mayor Welsh called the meeting to order at 6:00 P.M. Members present: Suckow, Kayser, Plaster, Frost and Woods. Absent: None. Also present: Jim Peters, City Attorney; Clarence Leyh, Police Chief; Mike Athey, Patrolman; Dave Ryan, Assistant Public Works Director; Ted Vorwald, Utility Superintendent and Marlene Strempke, City Clerk.
Motion by Suckow, second by Plaster to amend the agenda to include tax abatement and Resolution reaffirming annexation of Myers property. Roll call vote—Suckow, Plaster, Frost, Woods and Kayser. Nays: None.
Motion by Kayser, second by Woods to approve the agenda as amended. Roll call vote—Ayes: Kayser, Woods, Suckow, Frost and Plaster. Nays: None.
Paul Anton of Fairbank State Bank was present to explain the terms and rates of the $400,000 bond to assisted living and $915,000 bond to the pool.
Motion by Woods, second by Plaster to approve RESOLUTION 2003-20—RESOLUTION AUTHORIZING THE ISSUANCE OF A $400,000 URBAN RENEWAL TAX INCREMENT REVENUE BOND, SERIES 2003A. Roll call vote—Ayes: Woods, Plaster, Frost, Suckow and Kayser. Nays: None.
Motion by Suckow, second by Kayser to approve RESOLUTION 2003-21—RESOLUTION AUTHORIZING ECONOMIC DEVELOPMENT GRANT TO FAIRBANK ASSISTED LIVING, INC. Roll call vote—Ayes: Suckow, Kayser, Plaster, Frost and Woods. Nays: None.
Motion by Woods, second by Kayser to approve RESOLUTION 2003-22—RESOLUTION AUTHORIZING THE ISSUANCE OF A $915,000 URBAN RENEWAL TAX INCREMENT REVENUE BOND, SERIES 2003B. Roll call vote—Ayes: Woods, Kayser, Plaster, Frost and Suckow. Nays: None.
Motion by Frost, second by Suckow to approve RESOLUTION 2003-23—RESOLUTION APPROVING RELEASE OF MORTGAGES. Roll call vote—Ayes: Frost, Suckow, Woods, Kayser and Plaster. Nays: None.
Motion by Kayser, second by Frost to approve RESOLUTION 2003-24—RESOLUTION CERTIFYING ASSESSMENT OF COSTS TO ABUTTING PROPERTY OWNERS FOR SIDEWALK IMPROVEMENTS. Roll call vote—Ayes: Kayser, Frost, Plaster, Suckow and Woods. Nays: None.
Chief Leyh’s attendance at the Finding Lost Children meeting had been addressed at the Police Committee meeting.
Motion by Kayser, second by Plaster to approve payment request two to Pool Construction, Inc. in the amount of $137,655.00 with payment not to be made until bond funds are available on November 12, 2003. Roll call vote—Ayes: Kayser, Plaster, Frost, Suckow and Woods. Nays: None.
Pool construction is proceeding on schedule. Masonry bricks should be here by Wednesday to continue getting the building closed in. It was decided to buy a teacup play feature that was available at this time. A formal motion will be made when the bill is submitted for payment.
The Police Department will continue to research alternatives for a vehicle to replace the car damaged in an accident. Motion by Frost, second by Plaster to authorize the Mayor to contact the City of Jesup about the possibility of leasing their reserve car at a cost not to exceed 32 cents per mile until our car is replaced. Roll call—Ayes: Frost, Plaster, Kayser, Woods and Suckow. Nays: None.
The council spent time reviewing the budget for the first quarter of the year. A budget meeting is scheduled for November 3, 2003 to work on amending this year’s budget and start the budget for next year.
Russ Myers was present to ask for tax abatement for the utility line to his property. The council agreed to abate taxes for the full value of the improvement. The abatement will occur on each parcel as it is developed. Each property owner will need to come back to the council to get the abatement terms finalized when the parcel is improved.
Motion by Suckow, second by Woods to approve RESOLUTION 2003-25—RESOLUTION REAFFIRMING ANNEXATION OF MYERS PROPERTY. Roll call vote—Ayes: Suckow, Woods, Kayser, Plaster and Frost. Nays: None.
