SPECIAL MEETING

 

                The Fairbank City Council met in Special Session on Monday, February 4, 2008.  Mayor Welsh called the meeting to order at 6:00 P.M.  Members present: Shields, Frost, Kayser and Woods.  Absent: Mangrich.  Also present: Dave Ryan, Assistant Public Works Director; Ted Vorwald, Utility Superintendent; Gary Ott, Maintenance Technician and Marlene Strempke, City Clerk.

                Motion by Woods, second by Kayser to amend the agenda to include Council Procedures and Rules Manual.  Roll call vote—Ayes: Woods, Kayser, Frost and Shields.  Nays: None.

                Motion by Frost, second by Kayser to approve the agenda as amended.  Roll call vote—Ayes: Frost, Kayser, Woods and Shields.  Nays: None.

                The changes to the proposed FY 2009 budget were reviewed and discussed.  Motion by Frost, second by Woods to transfer an additional $25,000 from the proprietary fund to the general fund for the FY 2008 re-estimate.  Roll call vote—Ayes: Frost, Woods, Kayser and Shields.  Nays: None.

                Motion by Kayser, second by Frost to purchase a 2008 Ford F-250 4 X 4 XLT pick-up with fiberglass box from Don’s Truck Sales at a cost of $30,490 to replace the 1993 Chevy pick-up.  Roll call vote—Ayes: Kayser, Frost and Woods.  Nays: Shields.

                Motion by Woods, second by Frost to set the date for the Public Hearing on the FY2009 budget for Monday, February 25, 2008 at 6:05 P.M.  Roll call vote—Ayes: Woods, Frost, Kayser and Shields.  Nays: None.

                Councilman Kayser will check with other cities to see if any of them have a council procedures and rules manual and bring the information back to the council to see if it is something they want to do.

                Motion by Kayser, second by Woods to adjourn at 7:25 P.M.  Roll call vote—Ayes: Kayser, Woods, Shields and Frost.  Nays: None.
