SPECIAL MEETING

 

                The Fairbank City Council met in Special Meeting on Monday, February 6, 2006.  Mayor Welsh called the meeting to order at 6:00 P.M.  Members present:  Shields, Kayser, Woods, Frost and Mangrich.  Also present:  B. J. Sackett, Police Chief; Ted Vorwald, Utility Superintendent; Dave Ryan, Assistant Public Works Director; Jim Peters, City Attorney and Marlene Strempke, City Clerk.

                Motion by Shields, second by Frost to amend the agenda to include Reserve Police Officer and Replace City Attorney.  Roll call vote—Ayes: Shields, Frost, Mangrich, Kayser and Woods.  Nays: None.

                Motion by Woods, second by Mangrich to approve the agenda as amended.  Roll call vote—Ayes: Woods, Mangrich, Frost, Shields and Kayser.  Nays:  None.

                Motion by Kayser, second by Mangrich to approve taking wholesale electric power supply from Butler County REC effective July 1 or August 1, 2006 contingent to a formal contract.  Roll call vote—Ayes: Kayser, Mangrich, Frost, Shields and Woods.  Nays: None.

                Motion by Woods, second by Kayser to approve the City’s plan to construct and finance (if necessary) a 12.5 kv feeder from the new Alliant substation east of the City to a new interconnection with and delivery point to the City’s distribution system.  Roll call vote—Ayes: Woods, Kayser, Mangrich, Frost and Shields.  Nays: None.

                Motion by Kayser, second by Mangrich to advertise for a pool manager for the coming season and to recruit members to serve on the pool board.  Roll call vote—Ayes: Kayser, Mangrich, Frost, Shields, and Woods.  Nays: None.

                The city attorney will prepare an ordinance for the next council meeting to begin the process to change the rate charged for natural gas.  The increase is needed to reflect the increased cost of commodities and to achieve a breakeven point.

                The city attorney will prepare an ordinance for the next council meeting to reflect a 12% increase in electric rates across the board.  This is the result of an increase in the cost of wholesale rates from our supplier. This the first increase since 1993.

                The latest version of the budget was reviewed.  A few minor changes will be made and the date for the public hearing will be set at the February 13th council meeting.

                Motion by Shields, second by Woods to approve Jeffrey Wilden as a Reserve Police Officer for the City of Fairbank.  Roll call vote—Ayes: Shields, Woods, Kayser, Mangrich and Frost.  Nays: None.

                Motion by Mangrich, second by Shields to appoint Carter Stevens as the City Attorney for the City for the next two years.  Roll call vote—Ayes: Mangrich, Shields, Frost, Woods, and Kayser.  Nay: None.

                Motion by Shields, second by Mangrich to adjourn at 8:50 P.M.  Roll call vote—Ayes:  Shields, Mangrich, Woods, Frost and Kayser.  Nays: None.
