REGULAR MEETING

 

                The Fairbank City Council met in Regular Session on Monday, August 8, 2005.  Mayor Welsh called the meeting to order at 6:00 P.M.  Members present: Frost, Shields, Kayser, Woods and Plaster.  Nays: None.  Also present: B. J. Sackett, Police Chief; Ted Vorwald, Utility Superintendent; Gary Ott, Maintenance; Dave Ryan, Assistant Public Works Director and Marlene Strempke, City Clerk.

                Motion by Woods, second by Plaster to approve the agenda as presented.  Roll call vote—Ayes: Woods, Plaster, Frost, Shields and Kayser.  Nays: None.

                Motion by Kayser, second by Frost to approve the Minutes of the July 25, 2005 Regular Meeting and the August 2, 2005 Special Meeting.  Roll call vote—Ayes: Kayser, Frost, Shields, Woods and Plaster.  Nays: None.

                Motion by Woods, second by Shields to accept the Treasurer’s Report.  Receipts for the month of July were $125,606.21 and disbursements were $131,884.84.  Balance on hand at the close of business on July 31, 2005 was $1,043,178.09.  Roll call vote—Ayes: Woods, Shields, Frost, Plaster and Kayser.  Nays: None.

                Bob Bauman, Craig Codner and Rick Whalen were present from Butler County REC to explain the process involved if the city should choose to purchase power from them.  They had the projected cost for the next eight years.  Motion by Kayser, second by Shields to approve the Mayor signing a non-binding letter of intent with Butler County REC.  Roll call vote—Ayes: Kayser, Shields, Frost, Plaster and Woods.  Nays: None.

                Tim O’Loughlin explained some of the options available for employee health insurance.  After considerable discussion, motion by Shields, second by Frost to stay with the current plan with John Deere Health with the employee contribution to be determined at a later date.  Roll call vote—Ayes:

Shields, Frost, Plaster, Kayser and Woods.  Nays: None.

                Motion by Woods, second by Plaster to approve an Agreement for Professional Services with TeKippe Engineering, P. C. with regard to the WWTRP NPDES Application with an upper limit charge of $1,000.  Roll call vote—Ayes: Woods, Plaster, Kayser, Shields and Frost.  Nays: None.

                The bulletproof vest currently in use has been found to be defective and needs to be replaced.  It would be cheaper to order now while the county and other cities are ordering.   Motion by Woods, second by Kayser that two vests be ordered with the stipulation that Cory Hartmann will pay for ½ ($230) up front for his vest and if the grant does not come through he will also pay the remainder ($230).  Roll call vote—Ayes: Woods, Kayser, Plaster, Frost and Shields.  Nays: None.

                Motion by Frost, second by Shields to proceed with the codification of the remaining ordinances with Iowa Codification, Inc. at a cost of $475.  Roll call vote—Ayes: Frost, Shields, Woods, Kayser and Plaster.  Nays: None.

                The purchase of the snake toy for the pool will be tabled until the first meeting in September when the annual report for the pool will be available.

                Motion by Woods, second by Kayser to pay the bills as presented with the addition of Qwest, $37.78 and Buchanan County Clerk of Court, $17.00.  Roll call vote—Ayes: Woods, Kayser, Plaster, Frost and Shields.  Nays: None.
