REGULAR MEETING
The Fairbank City Council met in Regular Session on Monday, November 8, 2004. Mayor Welsh called the meeting to order at 6:00 P.M. Members present: Kayser, Frost, Suckow, Plaster and Woods. Also present: Ted Vorwald, Utility Superintendent; Dave Ryan, Assistant Public Works Director; Jim Peters, City Attorney; Rick Deitrick, Acting Police Chief; B.J. Sackett, Police Officer and Marlene Strempke, City Clerk.
Motion by Plaster, second by Frost to amend the agenda to include proposed ethanol plant. Roll call vote—Ayes: Plaster, Frost, Suckow, Woods and Kayser. Nays: None.
Motion by Woods, second by Suckow to approve the agenda as amended. Roll call vote—Ayes: Woods, Suckow, Frost, Plaster and Kayser. Nays: None.
Motion by Kayser, second by Woods to approve the Minutes of the October 11th and 25th Regular Meeting. Roll call vote—Ayes: Kayser, Woods, Suckow, Frost and Plaster. Nays: None.
Motion by Woods, second by Suckow to approve the October Treasurer’s Report. Receipts for October were $181,379.75 and disbursements were $133,472.21. Balance on hand at the close of business on October 31, 2004 was $979,615.55. Roll call vote—Ayes: Woods, Suckow, Frost, Plaster and Kayser. Nays: None.
Motion by Kayser, second by Plaster to hold the second reading and to suspend the rules and waive the third reading of Ordinance 286. Roll call vote—Ayes: Kayser, Plaster, Frost, Suckow and Woods. Nays: None.
Motion by Woods, second by Frost to approve ORDINANCE 286—AN ORDINANCE AMENDING THE CODE OF ORDINANCES FOR THE CITY OF FAIRBANK, IOWA, BY AMENDING PROVISIONS FOR CONTROLLED INTERSECTION. Roll call vote—Ayes: Woods, Frost, Suckow, Plaster and Kayser. Nays: None.
Motion by Kayser, second by Suckow to approve the first reading of ORDINANCE 287—AN ORDINANCE AMENDING THE CODE OF ORDINANCES OF THE CITY OF FAIRBANK, IOWA, PERTAINING TO NATURAL GAS RATE with the wording change "when the average cost of gas is greater than or equal to". Roll call vote—Ayes: Kayser, Suckow, Woods, Frost and Plaster. Nays: None. The ordinance will be published and the second reading is set for the November 22nd meeting.
Motion by Suckow, second by Kayser to approve the costs and payback agreement on training costs with B. J. Sackett. Roll call vote—Ayes: Suckow, Kayser, Plaster, Frost and Woods. Nays: None.
No decisions were made on the property at 412 East Main Street.
Motion by Suckow, second by Woods to accept the resignation of Harry Fowler effective November 16, 2004. Roll call vote—Ayes: Suckow, Woods, Kayser, Plaster and Frost. Nays: None. Help wanted ads will be placed in area newspapers seeking a replacement.
Motion by Kayser, second by Suckow to hire Drake Mangrich as a part-time employee at the rate of $6.00 per hour. Roll call vote—Ayes: Kayser, Suckow, Woods and Plaster. Nays: Frost. Posters will be put up around town advertising for temporary snow removal help.
Snowplow for natural gas pickup was tabled until next meeting.
Ideas for using the money received under the Green Energy will be discussed at the next meeting.

The articles appearing in the newspapers have been giving some people the impression the City of Fairbank has reservations about the proposed ethanol plant. The Mayor and Council want it on record that they support the project.
