REGULAR MEETING
The Fairbank City Council met in Regular Session on February 9, 2004. Mayor Welsh called the meeting to order at 6:00 P.M. Members present: Kayser, Suckow, Plaster, Woods and Frost. Also present: Clarence Leyh, Police Chief; Ted Vorwald, Utility Superintendent; Dave Ryan, Assistant Public Works Director; Jim Peters, City Attorney and Marlene Strempke, City Clerk.
Motion by Frost, second by Plaster to amend the agenda to include library transfer. Roll call vote—Ayes: Frost, Plaster, Kayser, Woods and Suckow. Nays: None.
Motion by Woods, second by Kayser to approve the agenda as amended. Roll call vote—Ayes: Woods, Kayser, Plaster, Frost and Suckow. Nays: None.
Motion by Suckow, second by Kayser to approve the minutes of the January 12th meeting and the January 23rd meeting with the following corrections: Motion by Kayser, second by Suckow to remove garbage charges on a property that has been unoccupied for one year if the account has credit in good standing. Approval to be given by the council on a case by case basis after the request is made. Roll call vote—Ayes: Suckow, Kayser, Woods, Frost and Plaster. Nays: None.
Motion by Kayser, second by Woods to approve the Treasurer’s Report for the month of January. Receipts for January were $168,789.81 and disbursements were $226,297.06. Balance on hand at close of business on January 31, 2004 was $1,255,940.16. Roll call vote—Ayes: Kayser, Woods, Suckow, Frost and Plaster. Nays: None.
Motion by Plaster, second by Woods to approve Change Order # 4 to Larson Construction, Inc. Roll call vote—Ayes: Plaster, Woods, Kayser, Suckow and Frost. Nays: None.
Motion by Woods, second by Frost to approve the application for liquor license renewal for D & J’s Restaurant. Roll call vote—Ayes: Woods, Frost, Plaster and Kayser. Nays: None. Abstain: Suckow.
Motion by Frost, second by Suckow to allow Police Chief Leyh to take the police car to Council Bluffs for the GTSB Conference. Roll call vote—Ayes: Frost, Suckow, Woods, Kayser and Plaster. Nays: None.
Both Pool Construction, Inc. and Larson Construction, Inc. are continuing work at the pool. Swim lesson times and season rates have been set. Negotiations with vendors for the concession stand are continuing.
No decisions were made on the Christmas decorations. Ted will check with community organizations about possible donations and it will be on the next agenda.
Motion by Plaster, second by Frost to set the Public Hearing for the FY 2004-05 budget for Monday, February 23, 2004 at 6:05 P.M. Roll call vote—Ayes: Plaster, Frost, Suckow, Woods and Kayser. Nays: None.
Motion by Suckow, second by Woods to approve the bills as presented and to add Payment Request # 5 from Larson Construction, Inc. in the amount of $29,530.23. Roll call vote—Ayes: Suckow, Woods, Kayser, Plaster and Frost. Nays: None.
