REGULAR MEETING
The Fairbank City Council met in Regular Session on Monday, July 9, 2007. Mayor Welsh called the meeting to order at 6:00 P.M. Members present: Shields, Frost and Mangrich. Absent: Woods and Kayser. Also present: B. J. Sackett, Police Chief; Ted Vorwald, Utility Superintendent; Dave Ryan, Assistant Public Works Director; Carter Stevens, City Attorney and Marlene Strempke, City Clerk.
Motion by Mangrich, second by Frost to amend the agenda to include Energy Efficient Light Bulb Change Out. Roll call vote—Ayes: Mangrich, Frost and Shields. Nays: None.
Motion by Frost, second by Mangrich to approve the agenda as amended. Roll call vote—Ayes: Frost, Mangrich and Shields. Nays: None.
Motion by Shields, second by Mangrich to approve the Minutes of the June 25th Regular Meeting. Roll call vote—Ayes: Shields, Mangrich and Woods. Nays: None.
Councilman Woods arrived at 6:04 P.M.
Motion by Mangrich, second by Shields to approve the Treasurer’s Report. Receipts for the month of June were $227,262.35 and disbursements were $335,761.20. Balance on hand at the close of business on June 30, 2007 was $1,506,233.60. Roll call vote—Ayes: Mangrich, Shields, Frost and Woods. Nays: None.
Motion by Frost, second by Mangrich to open the Public Hearing in the Industrial Park Street Project. Roll call vote—Ayes: Frost, Mangrich, Shields and Woods. Woods stated that the grading and rock base are complete and the curb and gutter placement will begin on Wednesday. Ted has fixed the Robinson driveway but will wait until fall to do the rest of the restoration work.
Councilman Kayser arrived at 6:06 P.M.
Motion by Mangrich, second by Frost to close the Public Hearing. Roll call vote—Ayes: Mangrich, Frost, Shields, Woods and Kayser. Nays: None.
Three bids were received for the street construction in the Industrial Park: Heartland Asphalt, Inc. - $67,597.50, Kluesner Construction, Inc. - $77,707.20 and Aspro, Inc. - $90,925.15. Motion by Mangrich, second by Kayser to accept the low bid from Heartland Asphalt, Inc. for $67,597.50. Roll call vote—Ayes: Mangrich, Kayser, Shields and Frost. Nays: None. Abstain: Woods.
Robin Bostrum was present representing Fayette County Economic Development. She gave an update on activities they are working on and asked the city to consider approving a resolution backing the Fayette County Local housing Trust Fund. It will be on the next agenda.
Motion by Kayser, second by Shields to set the abatement hearing requested by the property owner at 506 Grove Street for Monday, August 13, 2007 at 6:05 P.M. Roll call vote—Ayes: Kayser, Shields, Frost, Mangrich and Woods. Nays: None.
Motion by Woods, second by Mangrich to hold the first reading of ORDINANCE 305 – AN ORDINANCE AMENDING THE CODE OF ORDINANCES OF THE CITY OF FAIRBANK, IOWA, BY ADDING A NEW SECTION PERTAINING TO EXCESIVE NOISE AND AMENDING THE FINES. Roll call vote—Ayes: Woods, Mangrich, Kayser, Shields and Frost. Nays: None.
Motion by Kayser, second by Frost to approve RESOLUTION 2007-07 – RESOLUTION CONCERNING UTILITIES ON FORECLOSED PROPERTY. Roll call vote—Ayes: Kayser, Frost, Mangrich, Woods and Shields. Nays: None.
Councilman Kayser left the meeting at 6:45 P.M.
Motion by Woods, second by Shields to approve RESOLUTION 2007-08 – RESOLUTION ESTABLISHING EMPLOYEE SALARIES. Roll call vote—Ayes: Woods, Shields, Frost and Mangrich. Nays: None.
Amanda Albrecht was present to ask the councils approval to extend the outdoor beer garden behind Hoss’s for RAGBRAI. She agreed to hire additional security for the event. Motion by Shields, second by Woods to grant her request. Roll call vote—Ayes: Shields, Woods, Mangrich and Frost. Nays: None.
Comments had been received regarding signs on city property. City ordinance states that nothing can be placed on property without permission being given by the owner. Police Chief Sackett will ask that the item in question be removed.
Motion by Mangrich, second by Shields to re-shingle the century old jail. Roll call vote—Ayes: Mangrich, Shields, Woods and Frost. Nays: None.
Motion by Woods, second by Mangrich to approve the service agreement with Corrpro Waterworks for cathodic protection for the water tower at a cost of $565.00. Roll call vote—Ayes: Woods, Mangrich, Frost and Shields. Nays: None.
Purchase of a second taser for the police department will be tabled for the time being.
Motion by Shields, second by Frost to pay the bills as presented with adjustment of the Butler County bill to actual when received. Roll call vote—Ayes: Shields, Frost, Mangrich and Woods. Nays: None.
