REGULAR MEETING
The Fairbank City Council met in Regular Session on Monday, October 9, 2006. Mayor Welsh called the meeting to order at 6:00 P.M. Members present: Kayser, Mangrich, Frost and Shields. Absent: Woods. Also present: B.J. Sackett, Police Chief; Carter Stevens, City Attorney; Ted Vorwald, Utility Superintendent; Dave Ryan, Assistant Public Works Director and Marlene Strempke, City Clerk.
Motion by Frost, second by Mangrich to approve the agenda as presented. Roll call vote—Ayes: Frost, Mangrich, Kayser and Shields. Nays: None.
Motion by Kayser, second by Shields to approve the minutes of the September 25th Regular Meeting. Roll call vote—Ayes: Kayser, Shields, Frost and Mangrich. Nays: None.
Councilman Woods arrived at 6:04 P.M.
Motion by Shields, second by Frost to approve the Treasurer’s Report. Receipts for the month of September were $154,899.51 and disbursements were $143,033.03. Balance on hand at the close of business on September was $1,352,023.97. Roll call vote—Ayes: Shields, Frost, Mangrich, Kayser and Woods. Nays: None.
The option of getting a fuel card so fuel can be purchased on a 24-hour basis will be investigated further before any decision is made.
There have been several complaints of dogs running at large in the city. A dog bit one resident and the police will be serving a notice of abatement on the owner of the dog. Owners will have to pay the costs of getting a dog back that has been picked up running at large.
The quarterly budget numbers were reviewed. As a whole, the budget is pretty much on track for the year.
Motion by Woods, second by Kayser to pay the bills presented with the following changes and additions—change Butler REC to actual bill received today, $23,046.54, change the Iowa Telecom bill to the actual amount when received and add Paul Niemann Construction for $905.32, Midwest Radar & Equipment for $25.00 and INRCOG for $25.00.Roll call vote—Ayes: Woods, Kayser, Mangrich, Frost and Shields. Nays: None.
